SANITATION.
It is a task of no small magnitude
which the Board of Health has, after
a good deal of deliberation, decided
to undertake. If the course innikcd
out be followed faithfully and pcr
sevcringly, material improvement in
the sanitary condition of the city
ought to be effected, sooner or later.
"Whether tbe measures prescribed,
even if carried out to the fullest ex
tent, will prove adequate to the
necessities of the case is another
question. It is ver3' doubtful, in
our opinion, if this city can ever be
made cleanly, or kept so, under any
regulations that arc within the power
of the Board of Health to promul
gate and enforce. There is a condi
tion of tilings existing here which
stands seriously iu the way of thorough
sanitation. The town has grown up
in a village style, characterized by
an nttcr lack of regulation, so that
a sort of proprietary rights has be
come established in extremely vicious
aggregations of buildings and pre
mises covering large areas. Only
radical legislation, in the supreme
interest of the public good and
safety, will be capable of setting
aside these rights.
A few evenings ago tho writer
took a walk through the district be
tween King street and the water,
below Nuuanu street, in company
with a physician who had a patient
to visit in the locality. Within
those bounds a condition of things
exists which is enough to paralyze
all hope of material improvement
being effected by any ordinary
cleansing process and mere posting
up and trying to enforce regulations.
Ho closely built aro the dwellings,
so narrow and crooked are the.lanes
leading to them, so abundant and
abominable are the receptacles of
filth, that if it were possible to have
the whole district thoroughly cleans
ed to-day, this day week it would in
all probability be in about as
pestilential a condition as ever.
There are lanes there, through which
hundreds of people have ingress
and egress to and from their dwell
ings, which vary iu width from
eighteen inches to three feet, and
having bends and angles that make
them rival an Egyptian labyrinth.
These passages aro reeking with de
caying refuse tossed out of over
looking windows and doors, and
over tho board fences on cither side.
Front and rear of houses are alike
redolent of waste matter and all
sorts of offal. The front premises
of one cluster of houses frequently
form the rear of nnother, and aro
dotted with ill-built and crazily
balanccd privies perched on the
coral outcrop. These structures arc
apparently' sought to bo made tho
most prominent objects on the dif
ferent house lots, but they are less
abominable to the sense of sight
than to that of smell. Here and
L there a variety of aggravation is
introduced in tho form of horso
stalls, with tho rear facing tho doors
of human habitations, at a distanco
of a very few feet. Look where
one will, upon the limited spaces of
ground not occupied by buildings of
an extremely varied sort, there is
filth in heaps, in patches, in oozy
streaks and the effluvia from all
sides in the heat of the day must
be something terrible. In such
fastnesses of putridity wc are not
surprised to be told that the most
loathsome diseascs,including leprosy,
are rife. The district above but
faintly described is no worse than
different areas just as extensive
elsewhere upon the town plot.
To deal with existing conditions,
then, requires special legislation.
Such densely-built quarters as those
mentioned must bo pierced through
and through with streets that will
admit carriage trallle. and building
regulations enacted to compel every
dwelling to be within ample access
from tho streets. A system of
thorough daily, triweekly, or weekly,
scavenging, as each district may re
quire, must be adopted and rigidly
maintained. Then the great ques
tion as to the proper disposal of all
effete matter must be grappled with
and definitely settled, and that with
out delay. There is nothing in all
our politics more important to the
inhabitants of Honolulu, than this
matter of the sanitary condition of
the city, and they will subject them
selves to the reprobation of the
civilized world if they allow another
Legislature to pass by without posi
tive action being taken in this
regard.
EDITORIAL NOTES.
It seems tho Alameda will not
wait for the Australia. If it was
not all "give" and no "take," in the
relations of our Government with
the Oceanic line, the vessel would
be compelled to wait a reasonable
time upon such an occasion.
The increase in the cultivation of
opium, in parts of China this year,
is said to be "very striking." This
will be interesting alike to the mem
bers of the Hawaiian "opium ring"
and to those who are sincerely de
termined to oppose their nefarious
practices.
The Canadian Inspector of Pri
sons has reported that, owing to the
large increase of crime among the
Chinese of Britisli Columbia, it will
be necessary to enlarge the peni
tentiaries of the Province. A fact
like this one will be more potent to
inllucncc the minds of taxpayers
than a volume of reports favorable
to the Chinese by Royal Commis
sioners who pay a Hying visit to
the country.
Some time ago it was somewhat
laboriously argued in a portion of
the Honolulu press, that the Japan
ese were not Asiatics as to civiliza
tion. They were progressive, while
the Chinese were stationary in the
midst of the nineteenth century
whirl. This is not wholly true.
China has given evidence in differ
ent ways, of late years, of a weak
ening in the foundations of her wall
against civilization. An additional
symptom of a progressive tendency
is now noted in tho latest news from
that Empire. Lately the Empress
ordered a special council of Chief
Princes to consider the question of
railways, and this body decided in
favor of them by four to two. With
railways coursing through her vast
territory, China's oxclusivcness will
soon pass away.

why tho Hawaiian ship of state has
such a bad list to the port side too
much silver for what it is worth.

EMERY STORHS AND THE
AIRES.
One day a group of millionaires,
who wero sitting on tho piazza at
the United States, at Saratoga, began
to chaff Storrs in n solemn fashion.
He had just confessed to them that
he was not worth any money, and
that ho had spent everything that he
had made as fast as he got it. Sud
denly he turned upon one of the
would-be tormentors and began:
"You rich fellows appear to think
that money-making is an intellectual
process, and that the wealth ac
quired by you proves that you arc a
very superior kind of men. You
arc very much mistaken. There is
nothing intellectual about acquisi
tiveness. It is merely an animal
trait. It is less highly developed in
you gentlemen than it is in the chip
munk. The beaver is very much
your superior in this regard. Where
are the rich men in history? There
arc two only who live in the legends
of literature Dives, who survives
on account of his fortunate connec
tion witli a pauper, and Croesus, be
cause his name has been used by
poets merely as a synonym. Gen
tlemen, where are the stockholders
who built the Parthenon? Doubt
less in their day they sat around in
Athens and spoke of the fine work
that Phidias was doing for them.
But, gentlemen, where aic the stock
holders to-day and where is Phi
dias?" He went on in this quaint
way for fully half an hour, and
when he had finished even tho mil
lionaires did not seem to think that
