NEW HEALTH ORDINANCES.
Tito. Board of Health has ordained
that the city shall bo divided into
health districts, these to be under
paid and volunteer supervision. This
division of the city was recom
mended long ago b this paper, and
is absolutely essential to any effi
cient degree of sanitary surveillance.
It is announced that the bounds of
districts will shortly be proclaimed.
A call is made for volunteer visitors
in the diffcient districts. The
volunteers will be clothed with a
certain amount of authority, always
provided that their action will not
clash with that of the regular offi
cials of the Board. While it is very
doubtful if there will be a very
satisfactory response made by quali
fied persons to the appeal for volun
teer visitors, still there is a probabi
lity of the method proving of very
great advantage under certain cir
cumstances and in particular cases.
With authorized visitors resident in
different quarters of the city and
suburbs, the liability of nuisances
being left unnoticed and unabated,
from one end of the year to the
other, should he much diminished.
It will be the duty of persons who
know the necessity for improvement
of the sanitation of the city, to avail
themselves of the facilities afforded
by this new lcgulation. Those who
have been distressed with the know
ledge of existing dangers to the
public health, but have either not
known how to effect their removal
or have not been able to secure a
permanent remedy by appealing to
the authorities, will be able, by qua
lifying as visitors, to take prompt
action themselves and to maintain
constant surveillance over their par
ticular districts. The method is, at
all events, worth trying. Its gicitest
danger of failuic will be the old
difficulty of everybody's business
being nobody's business.
Evidently Honolulu can produce
as much social depravity to the
square mile as London. A news
item in this issue gives social re
formers if there arc such here a
cue for one item of much-needed
Col. Moore, President Johnson's
stenographic secretary, defends that
personage against the charges of
treason recently preferred. Ho says
his notes of the correspondence be
tween Johnson and Grant "show
that Johnson, in tendering the mis
sion to Mexico to the General, stated
that it would not require him to be
absent from Washington longer than
until the meeting of Congress."
The Colonel says Johnson was em
phatically a man of the people,
whose whole course in tho White
House refuted the charges now
brought up against his memory.
