MEXICO LOOKING TO CERMANY.

Yoik 1'ost buys that President Diaz,
o Mexico, acting upon the assump
tion that the reciprocity treaty 1th
tho'Unlted Stales ill not bo ratified,
is negotiating with Germany for a
loan to keep Mexico out of her
financial difllcuHics. His "hope was
that the treaty would lead to such
large American investments m
Mexico, that it would not be difllcult
for him to place a loan in the United
States. He first tried negotiations
with England and it is said was
prepared to make large commercial
and other concessions, but England
declined to assume any new respon
sibilities. The story goes that Diaz has ap
plied to the German government as
a last resort with a proposition simi
lar to that which was made earlier
to the government of Great Biitain,
and negotiations upon this subject
are said to be now pending. Germans
here who ought to be well informed
on the subject, cxpiess the opinion
that Bismarck will grant Mexico's
request if she will grant to Germany
certain colonization privileges, and
that the Mexican government is dis
posed to accede to this demand. If
Mexico shall make concessions to
Bismarck, the United States will be
greatly interested to know the nature
of these concessions, and whether
or not the treaty which may be
entered into w ould be in violation of
the Monroe doctiinc. Unless some
of the diplomats arc very much
mistaken, the United States will
soon have an opportunity to decide
