points from President Cleveland's
Message to Congress, taken from a
full report in the Alia California
of Dec. Dili:
Upon the currency iiiioslion l'10
President mentions that up to date
215,759,131 silver dollars have been
coined, lie holds that the author
ity " to coin money " given to Con
gress by the constitution, " if it per
mits the purchase by the Government
of the bullion for" coinage, in any
event does not justify such purchase
and coinage to an extent beyond the
amount needed for a, sullieient circu
lating medium." The necessity for
such an addition to the silver cur
rency of the nation as the Coinage
Act compels, lie says, " is negatived
by the fact that up to the present
time only about fifty millions of
silver dollars so coined have actually
found their way into circulation,
leaving more than one hundred and
sixty-live millions in possession of
the Government." The President
argues that the effect of the con
tinued paying out of gold for silver
will be to cause the lioauling of
gold, which has already begun, and
the depreciation of the purchasing
power of silver to the serious in
jury of the working classes. Re
ference is made to the special effoit
of the .Secretary of the Treasury to
effect more circulation of silver ; to
the attitude of other Governments,
and to Mnnton Marble's mission to
Europe upon the matter, lie con
cludes with the following recom
mendation, '! rccomniend'the sus
pension of the compulsory coinage
of silver dollars directed by the law
passed in February, 1878."
Regarding foreign mail subsidies,
the President approves of the action
of the Postmaster-General, in with
holding mail subsidies because the
appropriation did not afford sulli
eient to go round all the lines entitled
to claim fifty cents a mile. He doe
not approve of subsidizing a line of
travel under cover of an expenditure
incident to .the administration of a
department. The only recommend
ation made is one appiovingof those
contained in the Postmaster-General's
A reduction of customs taxation
is recommended, the President being
careful to argue that the question of
free trade is not involved. The
revenues are greater than the ic
quircments of an economical Gov
ernment, but iu the revision of the
tariff recommended, the industries
and interests encouraged by the
o-islinr laws should not be ruth
lessly injured or destroyed.
Discussing "new commercial treat
ies," Mr. Cleveland favors espe
cially liberal intercourse with ad
jacent countries, but argues against
the principle of tariff regulation by
