Is there anything more overrated
than tho power of legislation to ac
complish reforms? 'What is a law, a
penal law, if yon please? It is
simply an ordinance- which, having
received a legislative majority and
the executive assent, is placed upon
the statute-book, where it remains
theoretically active until repealed.
But, notoriously, unless it can com
mand approval of the public, it will
not, cannot be enforced. Take, for
example, our "Sunday laws," so
called. They are practically a dead
letter. Public opinion justitles their
enforcement so far as to prevent
noisy demonstrations on the Sab
bath ; but hardly beyond this. There
arc many reformers whose energy
and zeal are expended utterly in
securing the passage of laws or con
stitutional provisions, forgetting that
these arc but preliminary steps
that they are powerless for good,
unless they represent an irresistablc
pressure of conviction which will
stop at nothing short of absolute
