THE CHINESE MUST GO.
Latest news from the Const convoy
unmistakable proof that the white
man's indignation against being as
signed second place in the indus
tries of the country has readied 11
point at which it is not to be trilled
with. Facts have been coming to
.' the front in Merit and stubborn
array, and there is a widespread
determination to ignore them no
longer. Although in some cases
hoodlum excesses have shocked the
public mind, there is, gcuurally
speaking, a disposition to deal with
their grievances, on the part of the
people, by the exercise of the legiti
mate functions of law-abiding citi
zens, and the measures taken for
the execution of their purpose have
been governed with a duo regard to
the claims of humanity. The special
feature of the movement that ought
to attract attention in this country is
the unanimity and thorough organi
zation which have, as it were f-pon-taneously,
come into operation. That
the competition of the Chinese is
fatal to the white man's existence
under civilized conditions is a fact
no more fully demonstrated in Ame
rica than in Hawaii. But the great
difference between the results of a
universally patent fact in America
and Hawaii seems to be that in the
former the aggregation of opinions
becomes an irresistible force, while
here common grievances rather tend
to the disintegration of the forces
necessary to their removal. If such
a thing were possible hero as that
the white population would make
common cause with the Hawaiian,
nnd that united action, as in Cali
fornia, might follow, the dominat
ing inilucucc of the Chinese in the
industries of Honolulu would, in a
reasonably short time, be a thing of
the pitbt. The progress of Chinese
ascendancy in this city is co-extensive
with Chinese unity ; while the
weakness of the white man's resist
ance comes from every white man
liaving a little axe of his own to
grind, ami confining his operations
- to that one selfish object without
taking the greatest good to the
greatest number into his calculations.
EDITORIAL NOTES.
Interviews with the heads of tho
police service elicit information of
at least one difllculty in the way of
suppressing the prevailing robberies.
That is, that the police have too
little power under the Hawaiian laws
against vagrancy. It is said to be
very difllcult to secure the conviction
of persons for being merely idle or
roaming characters. The laws are
certainly very lax if they do not
permit the police to seize anybody
found on other people's promises at
night without being able to give a
.satisfactory account of his business
there.
A glamor of romance has been
shed on the wave of lawlessness
lately prevailing over the normal
serenity of these tropic scenes. The
discovery of a robber's cave in the
mountains is a diverting variation
from the vulgar everyday record of
chicken-thieving and house-breaking.
Nevertheless, it is to be hoped the
keepers of that weird repository of
stolen hogs may bo brought to
justice. It is important that all the
chivalry should be taken out of this
new phase of the marauding business
at tho start, by liaving the depre
dators dragged from their mountain
retreats down to a term of penal
servitude on the reef.
There is not much chance of silver
coiimgo being suspended by the
present Congress, if it is ti lie, as
repotted, that an informal vote of
