FUIDAY, MARCH 5, 188G.
Jlonolulu has outgrown the .style
of its government. Nothing is
clearer than that proposition. The
state of affairs in this capital city is
growing worse instead of better, o
far as public works are concerned.
.Indeed, it is hard to sec how inter
nal limttcM can bo improved, under
existing conditions. Public improve
ments required will take money to
pay for them. There never will bo
sulllcient means for city purposes,
in all probability, so long as the ex
penses all come out of ordinary
national revenues. Jf this is to be
a well-appointed and properly gov
erned metropolis, its citizens will
have to bo specially taxed to make
it so. Not that the whole expense
of city government will have to be
provided by additional taxation, but
the difference between the amount
of revenue now raised from purely
city bources, such as licenses, for
instance, and the expenditure re
quired under an independent civic
administration, must needs be so
raised. There arc, it cannot be
denied, didlcullics in the way of
framing a .scheme of city govern
ment for Honolulu which would
work in any degree satisfactorily.
Jt is doubtful if any model can be
found among cities elsewhere which
would lit the peculiar circumstances
of the capital of this kingdom. An
'extremely heterogeneous population,
a very diversified ground plan, with
physical features of various kinds
that make some improvements most
lacking hard to accomplish, form a
combination of problems in the
formulation of a civic system which
will demand the best thought and
most earnest attention of our citi
zens to solve. It is due to the com
mercial eminence this ocean capital
has attained, that the possessors of
its wealth and influence .should take
this matter into .serious considera
tion. Wo shall continue frequently
to bring it to their attention, sug
gesting such ideas as we may deem
promotive of the desirable consummation.

Some thrilling news may shortly
be expected from Spain. A Madrid
newspaper of the Zorillist htripe is
reported, at last dates to hand, as
saying that when the Cortes met it
would be to receive the announce
ment of the abdication of the Queen.
In that case there would ensue either
a republic or n war over the suc
cession perhaps war anyway, in
which F.urope might bo involved. If
the republican system is again
adopted, it will likely be stronger
than the last time. Prince Hismarck
would not view with equanimity the
rise of another republic in tho Latin
community, and would want to be
dictator in tiny dispute over a
monarchical succession, as when, in
a similar Spanish crisis, lie brought
on the late war with France.
