Other Side of the Chinese Question."
The expression "other side,, means,
in litis ouMj, the "right side." It
is the side of tiuth, justice and
Immunity. The writers and pub
lishers of the pamphlet seem to have
blind faith in the eventual triumph of
right. Nothing would bo moio dis
couraging on the stufacc than the
present inllamed state of public
feeling against the Chinese in Cali
fornia and all along the Pacific
Coast. All the murderous instincts
of demagogue and hoodlums are
finding free ontin the persecution
and expulsion of a few thousand in
dtmtiious, frugal and law-obeying
foreigners, who aio entitled to the
full protection of our Government,
under that most solemn form of
covenant known as "Treaty. Jt is
at this climax of tlio outrages to
which the Chinese have been been
subjected that the still small voice
of truth is trying to make itself
heard. "Wo doubt if it will have
any immediate effect. The Chinese
ate not misundcistood by ihoso
members of Congress to whom this
publication is especially addressed.
No honest man ever had his testi
mony given before Congressional
committees and United .States Grand
.Juries, without discoering the
emptiness and fraud of the standing
charges which have been so fiercely
pressed against the Chinese by their
enemies. Hut one instance of the
persecution of Americans in China
can bo confirmed, with n hundred
cases of worse brutality inflicted on
the Chinese in America. Our coun
trymen in the Flowery Land will be
fortunate if they escape a general
ma&sacrc, by the way of revenge
for the barbarities of Wyoming and
"Washington Territories. This dan
ger now is not remote, and can only
be arrested by the lesolutc protec
tion of the Chinese in all the treaty
lights 'which have been guaranteed
to them by the United States Gov

The following is the text of the
letter which accompanied the Order
of Christ conferred by the Pope on
l'rincc Hismarck. The original is
in latin: "Pope Leo XIII. sends
his lespccts to the renowned man,
Prince Otto von Bismarck, the
Great Chancellor of the German
Kmpire. When a happy agreement
was come to over the Caroline
Islands question on the conditions
proposed by us we did not fail to
convey our satisfaction thereat to
the knowledge of the illustrious
Emperor of Germany. But this feel
ing of our heart we will not conceal
from you, most eminent l'rincc,
who, from your own judgment and
out of voluntary resolution, were
the cause of this difference being
laid before us for settlement. We
willingly acknowledge that, if the
niiiiiv-sidcd dillleulties have been
solved, it is in great part owing to
the zeal and constancy with which
you have suppoi ted our work from
jlrst to last. Wo thank you, there
fore, that owing to your manage
ment the welcome oppoitunity was
offered to us of undertaking an
exalted function for the fiutherancc
of concord, a function in no way
new in the history of the Apostolic
Chair, but not exercised for a long
time, though there is nothing which
could bo so fully in accord with the
spirit and the nature of the Romish
Pontificate. You have voluntarily
followed your own conviction, and
have since vou judged the matters
as they were, rather than according
to the opinion of other people not
hesitated to trust in our feeling of
justice. You may be sure of the
expressed or tacit approbation of
all men of incorruptible judgment,
and particulaily that of the Catho
lics of every pait of the globe,
whom the honor bestowed upon
their father and shepherd has greatly
impressed. Your statecraft, it is
well known, has contributed towards
securing for the German Empire
that position of power which is
recognized and allowed by all, and
to-day you see how, in conformity
therewith, the Empire is becoming
stronger and more prosperous from
day to day, well provided with all
the means and resources necessary
for durability. But it has not es
caped your wisdom how much
power for the maintenance of public
order and the affairs of State re
poses in the authority which pro
- cceds from us, especially when it
can be exercised free from impedi
ment. It may then bo allowable to
anticipate the future in thought,
and out of what has happened to
draw a favorable omen for posterity.
