THE KAMEHAMEHA SCHOOLS.
The trustees of the Knniohninclia
Schools, provided for in the will of
Her late Royal Highness Princess
liernicePauahilHslioi), have engaged
Ilev. "William B. Olcson, at picscnt
principal of the Ililo Hoarding
School, to take a similar position in
the School for Hoys to bo instituted
at Palama. As soon as Mr. Olcson
can make arrangements for the satis
factory continuation of the seminary
at Ililo, he will come to Honolulu to
consult with the trustees regarding
plans for the new institution. After
ward he will go to the United States,
where he will spend some months in
visiting educational institutions of
note in which industrial training is a
leading feature, as it is to be in the
The selection made by the trus
tees, of a head for the Hoys' School,
will undoubtedly be commended
generally as an eminently judicious
one. Mr. Olcson is n very practical
educationist as well as a thorough
scholar, whose works as well as
words have given him a high reputa
tion in this kingdom.
The site selected for the Boys'
School is admirably adapted for its
purposes. Situated near the open
ing of Kalihi Valley, on elevated
ground, it is one of the most health
ful spots within easy reach of the
city. The soil is suited for pastur
age and taro culture, being there
fore capable of producing a great
portion of the necessary supplies of
the institution. There arc water
privileges on the lot, adding greatly
to its value. A stone fence is build
ing round the area with material
taken off the ground, by which the
land is cleared for cultivation while
the property is being substantially

tem. It appears to mo that he has
placed the blame just whcic it
should be on the nntiquatcd and
cumbrous system rather than on the
men constituting the force. I have
always felt a measure of sympathy
for the police, including their
immediate superiors, when hearing
and reading the merciless criticisms
of the public and the press ; because
it is patent to any man of observa
tion and common intelligence that
efficiency is next to impossible under
tho existing system. All men com
petent by experience of such matters
to judge are agreed that our method
of conducting the police department
can never make a police force ade
quate to our needs. Probably no
man knows this better than the At
torney General, who introduced a
measure for change and improve
ment at the last Legislature, but did
not havo sulllcient support to carry
It does not require a man of ex
perience in police duties to see the
force ot Major O'Connor's remarks
about tho necessity of tiaining.
One of tho curses of the governmen
tal system of this country is tho
putting of men into positions for
which they havo neither aptitude
nor training. A man steps nt onco
from nothing to tho head of an im
portant department, with tho result
of making a mess of things. No one
is more in need of training and in
structing in his duties than a police
man in this country. A man is taken
from a taro patch and put on police
duty without the slightest idea of
what his position requires of him.
What wonder if ho falls short of his
duty or oversteps the mark? Proper
nnd regular instt notion and training
would undoubtedly make of tho
same material better policemen than
