COERCION V. HOME RULE.
Diverting our attention for ti few
moments from the busy sceues of
colonial life, nnd casting our eyes
across to tho troubled, stormy sen
of British politics, wo behold once
moro tho sight to which nlnsl in
recent years wo have become so ac
customed to view the strong arm
of Britain engaged in the woik of
coercing, evicting, and exterminat
ing tho Irish. The position to-day
ns compared with that twelve
months ago differs in this respect
that last year the Conservatives weic
in power simply by tho favor of
Mr. Parnell and his followers ; to
day, aided by a string of renegade
Liberals they arc in a position to
act independently of the Irish party.
Twelve months ago for the sake
of continuance in olllcc, tho Con
servatives were on the surface
friendly to Irclnnd. To-day they
arc willing to revive that hateful
precedent which lias so long caused
bitterness, and hatred between Irish
and English people. At one fell
swoop they will undo the good work
entered upon by Mr. Gladstone,
driving the people to despair, when
previously they had every reason to
entertain the fondest hopes of a
proper understanding with England.
Tho withdrawal from the Ministry
of Lord Randolph Churchill, while
temporarily causing a feeling akin
to panic among the Conservatives,
has been followed by tho appoint
ment of Mr. Goschen to a scat in
the Cabinet. This politician though
nominally a Liberal (of a school
which we hope will bo extinct in a
few years) out llcrods Herod, and
appears more tied to the traditions
of Conservatism than many of Hie
professing Tories themselves. From
such a statesman Ireland can indeed
expect but little. How detestable
to all true lovers of liberty appears
that policy that will imprison and
oppress, a race already bowed down
by poverty, and the miseries and
calamities of eighty-six iycais of
mis-government, that will still fur
ther bend to the very dust, a peo
ple "lightly struggling to be free."
Without making the slightest effort
to remedy the multitudinous griev
ances which the people of Ireland
suffer repressive legislation is to bo
introduced. At the present moment
an amendment to the Addrcss-in-renlv.
moved bv Mr. Parnell, is
under the consideration of the
House of Commons. This implores
the British Senate to pass remedial
legislation, before attempting to
coerce the Irish people. Having
regard' to the present position of
parties it is extremely doubtful,
whether .even this moderate and
quite natural provision will bo
agreed to. The Gladstone Liberals
will of course vote for it, and so
will tho Parncllitcs. But when we
come to analyze tho heterogeneous
collection remaining, there is uncer
tainty as to the result. But be tho
final issue as it may, the present
Conservative Ministry cannot reign
for any lengthened period. Dissen
sions trom without among tho sup
porters if not within the sacred
circle of the cabinot itself, will
cause it to topple like a house of
cards. The rapid steps with which
wc are advancing at the present day
prevent full agreement, even among
such a company of fossils as the
Tories. Thno alone will bring to
the English people a sense of the
justice which they owe to the sister
island, and will enable them to
recognize that Homo Rule means
not tho disintegration of the empire,
but a happy blending together of the
English and Irish people in one
common cause, wi,th old grievances
forgiven, and by now ties and obli
gations hound together. England
will yet sec where she erred in the
general election of 1880, and will
seek but to confirm the verdict then
pronounced by Scotland, Wales and
Ireland itself. Ono question de
manding immediate attention is the
present position of the land tenure.
The people must be delivered from
the curso of landlordism. Those
acres and acres now employed as
preserves or paiks must bo sub
divided and in tho possession of
Irishmen and their families, who
would till the plot, and by the sale
of tho produce keep gaunt poverty
from the door. The swiftly moving
wheels of time should, without much
delay, bring ns to a point from
which tho grievances and ills of
Ireland will be but memories of the
past, and when contented, happy,
and prosperous, she will rejoice in
tho possession of Homo Rule.
