HAWAIIAN LOAN.
The Snn Francisco "Morning
Call," of tho 17th instant, contains
the following relating to our loan:
Thu exact status of the Hawaiian
loan sceius nt present to bo involved
in a cloud of mystery. On the one
hand, the agent of tho Hawaiian
government has circulated tho re
port that the loan was mi accomplish
ed fact, and that a part at least of
tho money was on its wny to Hono
lulu. Thu movements of this agent
as lie llcw bach and forth between
this city and Honolulu for some time
beforu taking ids depntturu for Eng
land were sharply criticized by the
Sprcckels side, nnd when the report
catno that the loan was floated, it
was met withdetision. Now comes
the report emanating fioin the same
source, that instead of succeeding in
floating the loan on the Loudon mar
ket, Colonel Macfnrhmc has met
with a flat failure, and that his mis
sion to the opposite shore of the
Atlantic lias proved barren of results.
Hetweon these conflicting statements
it is difllcult to get at the truth of
the matter, nnd the public will,
therefore, have to hold their breath
a few days, when it is expected the
whole affair will be subjected to the
rays of the vernal sun.
NAVAL APPROPRIATIONS.
It has not been pretended that the
United States are more likely to
have a foreign war on their hands
during the next leu yea is than they
have been during the past forty
years. It is not disputed that dur
ing our dilUculty with Eugl.ind after
the close of the rebellion, wc faced a
moi e definite prospect of war than
now. During those twenty-one years
the Republican politicians who con
trolled the administration of our
Government not outy deliberately
destioycd what navy and coast de
fenses wc had, but refused to re
place either. Within the past two
months the same politicians iu the
Senate of the United States passed
bills for theso two objects naval
construction and coast defense
that call for 50,000,000. During
the same time the same politicians
cooked up a fraudulent pension bill,
in which some Democratic politicians
were cowardly enough to concur,
raising our pension roll nearly fifty
per cent, above the army pay roll of
thu German Einpne. The .motive
of the new naval legislation is the
same as that which inspired the
fraudulent Pension legislation, name
ly, to make away with enough re
venue to avett the necessity of reducing-
taxation. "Wo hazard noth
ing iu saying that so insincere,
tricky, partisan and mean as arc
many of tho present Republican U.
S. Senators, has never been collect
ed at Washington. The country
has seen them kill the bill that pro
hibited their receiving money iu the
guise of legal fees from Railroad
corporations for hcrvices which their
standing as lawyers would never
command. This money, which no
honotablc man in .their position
would accept, they clutch at. They
are dishonorable men. Tho country
saw them pass a "Relajiution bill"
conferring on tho President a power
to upset its foreign trado and involve
it in intei national dilllculty with
which no President could bo fitly
enti listed. The motive is palpable:
It was the hope that President Cleve
land, cither by using these powers
or by declining to use them as a pre
text might bo raised by the Glouces
ter fishermen, might put at lisk the
present ccitatnty of his re-election.
The specific ends of the Senate
naval appropriations disclose tho
real purpose of the Republican
majority to have been only that of
disponing of surplus tevenue, for
had their aim been the patriotic one
of developing a navy they must have
provided for navy yards adequate
to the ond in view. A fleet of ten
heavy ships with Biifllcicnt navy
yards is more elllcient than double
or treble the number without them.
Tho extent of the Amcricun coast
gives peculiar power to the calls of
this branch of tho service. Crippled
vessels are compelled to make the
first port, nud the mere existence of
a naval itation implies the require
ment of a complete navy yard. The
crude bills that we have seen osten
tatiously pasted by the Republican
Senate makes no piovision for this
imperative and obvious need. There
is no patriotism back of their appro
priations for restoiing a navy they
had beforo deliberately destroyed.
Their courso has been inspired toy
nn insincerity ns patent as it is con
genial with tho mean spirit of per
sonal gieed that killed the Railroad
Fees bill and of partisan trickiness
that passed the Retaliation bill. Tho
larger spirit and the' up-rightness of
motive that are conceded to actuate
President Cleveland and his Cabinet
will advancp national intetcsts even
while they baffle tfiosp Jittlp wjjes of
little men. Tho foundations of a
policy of naval construction and of
coast defenso will bo laid. S. F.
