ELECTION.. The present Legislature of Penn

ing a new apportionment of tho Con
gressional districts of that State.
The State, under the census of
1880, became entitled to un addi
tional member, who, up to this time,
lias been elected for the State at
large. Five mcmbers.of the House,
under the existing apportionment,
mo given to Philadelphia and its
suburbs. It is understood that in
making the new apportionment the
additional member will be given to
Philadelphia, making six in nil.
This will necessitate the entire re
arranging qf the Congressional dis
tricts for Philadelphia, and will
bring to tho front the question,
"What shall be done with Samuel
J. Randall?" As is, of course, per
fectly vell Known and understood
in Pennsylvania and everywhere
else, Mr. Randall lias for many
yrais held his 6eat In Congress
thiotigh Republican sufferance, a
district being specially carved out
for him. Last autumn, when,
through Democratic dissatisfaction
in tho district, there would have
been no diflk-ulty in defeating him,
tho Republicans abstained frqm put
ting a candidate in the Held against
him, although, at the same time,
tho Democrats put up a candidate
in Kelly's and Bingham's districts,
whore the Republicans had 10,000
majority. In making the new Phil
adelphia districts it will bejperfectly
feasible to constitute the whole six
witli certain and safe Republican
majorities, and local sentiment is
said to bo largely in favor of It. On
the other hand, tho Republican
bosses aro still undcrtcmined whether
it will pay to throw Mr. Randall
