GLADSTONE'S SPEECH ON THE COER
London, March 20th. In the
Commons today Gladstone resumed
the debate on the Irish criminal law
amendment. He said ttiat in an
issito ho grave proposal as thoso
now put forth by tho Government
required ample time for consldcia
tion. lie found himself bound to
support l'arnell's amendment, be
cause tho ground on which Unlfour
based tho Government's caso was
absolutely insuilleient and unsatis
factory. Tho Government's bill,
instead of bcinir a cure for Irish ills,
or even a palliative, was a measure
that would aggravate deep-seated
disorders. "With this coercion
bill," exclaimed Gladstone, "tho
prospect of conciliation vanishes
into the air. Tho Government in
tended to exclude the Land bill,
which was tho main recommenda
tion of the commission, which just
completed ati exhaustive investiga
tion of the Irish trouble. Nothing
remains but the figure of coercion,
bald and gaunt, alas too familiar.
The Right Honorable Chief Secre
tary for Ireland has attempted to
excuse the proposals on me ground
that crime in Ireland during the last
thre years has increased, but he
followed the usual course in refrain
ing from giving the House olllcial
information proving his allegations.
Take the instance given of threaten
ing letters. In 1885, 132 such let
ters were received, and in 188G, but
75 more were received. That hardly
furnished a ground for asking Par
liament to assent to an extreme
measure of coercion. The other
classes of crime amounted in 1885
to 512, and in 1880 to 517. This
increase is described as the main
reason for the extreme demands of
the Government. If Balfour has
further private information let him
speak. It was the first time lie
(Gladstone) knew of anonymous
assertions being imposed on Parlia
ment in support of a demand for
legislation. Then he referred in
detail to the cases adduced by Bal
four, of league tyranny over per
sons. Continuing, he said that
persecution was bad enough, but
was not conllncd to the Nationalists.
He knew of a Protestant clergyman
who had been deprived of his living
because he was a home-ruler. Con
tinual allusion had been made to the
previous Liberal coercion proposals.
I In 1881, when his Government pro
posed coercion, tho ground was on
the agitation then existing. Wher
ever he went he was dogged by
crime. For the present bill there
was no such excuse. The demand
made upon the House of Commons
was the most formidable hi each of
trust that a popular assembly could
hope to consider, to relax the con
ditions upon which alone Parliament
could sauction a change in tho
criminal procedure in order that the
law might fall with increased strin
gency upon a particular portion of
tho people. Every Irish and Eng
lish member should have the fullest
information for presenting his views
and for scrutinizing the proposals
of the Government. Among its
most insulting and exasperating pro
posals tho worst ever submitted to
Parliament was the provision that
Irish trials should be held in Lon
don. He never know of such a blow
at the national feeling of Ireland.
The Government could devise no
thing more likely to aggravate
every existing trouble as to the per
manent duration of this bill. The
proposals made one's blood boil.
To establish what was formerly
only a temporary remedy as a per
manent rule of the existence of
society in Ireland would put the
brand of inferiority upon Ireland
forever, recognizing as a fixed prin
ciple that force was a remedy.
Tho lessons of many Irish troubles
showed that force was no remedy.
Since the election of 1885 the bulk
of the Liberals had judged it both
right and safe to grant them homo
rule, and Ireland had been free from
crime and outrage, a condition long
unknown. Why was this? Because
the Irish people knew what a large,
though insiiflleicntly large, body of
legislators represented their inter
ests and would abide by them to the
last. If the Liberals acceded to the
appeals of Government the result
would bo retrogiession; the Irish
people would return to the state of
things which the Liberals' effort had
already partly removed. So long
as Ireland continued in her present
course of moderation, so long would
the Liberals be bound to persevero
in their endeavor to assist her. Tho
time would soon como when to the
many now supporting tho causa of
Ireland would be added many more,
when deplorable proposals such as
these of tho Government would no
more be associated with the liamo of
Ireland, and when it would be seen
that in doing what they could now
to servo the Irish cause they were
serving the cause of the wide empire
