REFRESHMENTS AT CONCERTS.
The Royal Hawaiian Band, sup
ported by public money, makes sa
tisfactory return to the public for
the cost of its maintenance. Its
concerts at Emma Square, Thomas
Square and at other places, on
moonlight nights and other occa
sions, arc among the bright spots of
Honolulu life, coming alike to all
classes and conditions of the com
munity. Discontinue these public
outdoor concerts, and everybody,
or nearly everybody, would "kick."
Not only is the music good and
highly enjoyable, but the concerts
are also made the occasion of com
ing out to meet friends for a little
social chat. But there is one con
spicuous deficiency in these Emma
Square and Thomas Square con
certs which lessens the enjoyment
derived from them. That is, the
supply of this deficiency would
make the enjoyment greater than it
is, or can be, while the deficiency
exists. The music is there, excel
lent in quality and sufficient in
quantity ; the sitting accommodation
is comfortable, and sufficient on
ordinary occasions ; but there is the
absence of a stall where cool drinks
of a warm night, or a hot cup of
coffee of a cold night, or other light
refreshments can be procured. A
convenience of this nature would be
an appreciable addition to the ac
commodations. Of course, it is not
in the province of the band nor of
the authorities in charge of the
squares to make provision of the na
ture indicated for the public benefit,
but permission might be granted,
within proper restrictions, for pri
vate enterprise to do so ; and wc
should fancy the trades prospects
arc sufficient to induce private en
terprise to take hold of the matter.
Representative Randall's tariff
bill will be given to tho public to
morrow. It has been printed and is
in shape, schedule by schedule, to
be offered as a substitute for tho
oxisting law or for the Mills bill.
Randall has been engaged for nearly
two years in tho prepaiation of his
bill, and lie has endeavored to ad
just its provisions as nearly as possi
ble upon the principles that he
thinks should exist under our
economic system. Ho says the con
ditions which apply to other nations
in the regulation of the system of
taxation cannot bo wisely adopted
by tic United States. The pros
perity of this country is based upon
a state of affairs that by no possi
bility can attach to any foreign gov
ernment. The President will send to the
Senate, next week, the names of the
commissioners to be appointed to
the Melbourne- Exposition. No
decision has yet been made respect
ing the selection of Chief Commis
sioner, b"t tho President expects to
choose a California!) man tor this
place, and a number of names have
been presented for his considera
tion. It is probable that either E.
J. Coleman or Joseph V. Coleman
may bo given the place.
