A MODEL PENITENTIARY SYSTEM.
Ohio boa tho model Penitentiary
system of America, perhaps of the
world. It Is based on a recognition
of the different degrees of moral
guilt and responsibility among con
victs and the possibility of the re
form of the less hardoned ones. It
takes into account tho circumstanco
that some convicts, though properly
condemned under tho law, may bo
the victims of their social environ
ments and other citenmsinnces. It
gives such pet sons on opportunity
for lefoimation. It stimulates exer
tion in that direction. In the prison
the convicts tire graded according
to their conduct and according to
their desire, confirmed by their be
havior, to do right. It makes pro
vision for giving convicts who mo of
honest inclination an opportunity to
begin life anew outside the prison
walls under favorable auspices. In
the Pcuitentiaiy the good-conduct
piisoncrs are distinguished from the
.others by their dress. There arc
thicc gtades or clase. The drcs
of the best class does not differ
gieatly fiom the ordinaiy dres of
working mechanics in the outside
world. Keiy piisoner desirious of
mending his life considers it a dis
tinction to wear this superior dress
ofmeiit, as it maybe called. Re
formation is thus eucouraged within
the prison walls.
The success of the system ha ex
ceeded the expectation of its warm
est advocates. According to the
Ohio prison statistics since July,
1883, when the law went into opera
tion, 302 srocd-conduct convicts
have been released under this sys
tem. Of these 12G kept their
pledges of reformation until the
term of -their sentences expired,
when they ceased to be subject to
the supei vision of the Prison Board,
while 134 others, agreeable to their
promises, continue to report yet.
This makes 2G0 who may be said to
have been completely reformed. Of
the 42 delinquents 19 were returned
to the prison, 8 for drunkenness and
G for having left the Slate tempor
arily; 15 disappeaicd and onlv 5
returned to criminal courses.
