his report of expenditure, it would
have been In better shape It beeina
that the Minister of tho Interior
only holds his scat under the pleas
ure of Noble Baldwin. The Finance
Committeo, of which Mr. Baldwin
was a member, reported that this
appropriation was mi absolute neces
sity, and now he says it may he a
good thing, but it can be deferred.
The load is dangerous, and should
be fixed. Only a short lime ago the
Road Supervisor and his family had
a narrow escape from death by fall
ing rocks, nnd any man who opposes
this item and by so doing makes it
impossible for an appropriation to
be made, nnd from such neglect
any one is killed on that pali,
such member should bo indict
ed for manslaughter, and should he
be killed in going down the pali, I
would go to his funeral with pleas
ure. It seems that the district of
Koolaupoko is under a ban since
this rciorin Ministry ha3 come into
power. Before their advent the dis
trict had a physician, but they re
formed mm out. aow they want
some mono' to make a road whereby
they can conic into Honolulu and
not endanger their lives, and imme
diately some one moves to strike it
Hep. C. Brown said he had been
informed that a good wagon road
could be built down that pali for
S20.00U. lie tlieicfote moved to
make it that amount.
Noble Waterhousc moved to refer
this item to a Select Committee. He
said it was an important matter and
one that should have tho careful
attention of this House. "'
Hop. Kinney suppoited the mo
tian to refer to a committee.
Noble Baldwin leplied to the re
marks of Ri'p. F. Brown, and said
that he did not know he hud such
an influence over the Minister of the
Inteiior, he would like to have that
influence, especially when he ap
proaches him on some subject and
he bristles up all over. At a con
ference held by the Finance Com
initten at which a number of people
living in Honolulu were ptcsent,
this, matter was thoiouglily discuss
ed, and it was thought that Oahu
had an undue proportion of money
for roads, to the exclusion of some
of the out districts. Tho Ministiy
saw that such was the case and con
cluded to let this item "o.
Noble loting spoke in favor of
striking out the item, for tho reason
that the government has not the
money to use for this purpose. Ile
said that he knew something about
road building and he was satisfied
that S20.000 was not enough to
build a good load down the Pali,
nor did he think it could be done
for the amount iu tho bill.
Kcp. F. Brown said we had heard
a good deal about the leform party
of late, but he could assure the
members of this House that if his
district was so slighted, there would
be no reform candidate at the next
Minister Thurston said, that set
tles it, they should pass the item at
once, and thus secttic the district of
Koolaupoko to the leform party.
The member says he don't care
whether the item is spent, so long
as it appears on the Appropriation
Bill. He (the Minister) said he
was not there to tickle the hand of
the member for Koolaupoko, but to
do his duty. He had a certain res
ponsibility on his shoulders, and
did not think it his duty to tickle
the people of Koolaupoko through
their i epresentative. The item ,vas
referred to a committee.

Minister Thurston moved to in
sert $25,000 for inter island tele
graph cable. Ho said a coptiact
had been made with Mr. Bartho
lemn to lay the cable and he was'

with the cable. Carried.
