CHINESE EXCLUSION BILL.
The following is tho full text of
the Chinese exclusion measure as
signed by President Cleveland :

pulations relating to tho Chinese,

THE SUGAR TRUST
THLIU r.Kl-OHT TO HKAtl OFl' CLAUS
Sl'ltKCKl'.LS WIU. ritOUALLY l'AIL.
Tho New York "Sun" of Septem
ber 28th, has tho following:
Tito chief reason for tho attempt
of tho Sugar Trust and the whole
sale grocer's combination to come
together nt this timo has been ex
plained to tho livening Sun by per
sons in a position to know.
When the Sugar Tiust was organ
ized and sought to bring Clous
SprecUels, the San- Francisco sugar
king, into it, ho declined. Then it
is lcpottcd that tho Trust told him
that they would enter into competi
tion with him on the Pacific slope.
Sprcekels replied that they should
be received with open arms, espe
cially as he intended to build facto
ries in the East that could supply
tho sugar trade in America.
This was regarded as a big bluff,
but Spieckel'B first factory is now
going up. Ono of tho contractors,
Mr. F. Dundore of Philadelphia,
said yesterday that his firm was
working night and day, getting out
tho iron work for tho Spreckuls re
finery, and the entire attention of
his great plant was given up to this
work, as the refinery is contracted
to be finished on June 1 next.
This refinery, which is only ono
of those that Spreckels intends to
build, is one of tho largest in the
world.
So, after June 1 next, Spicckels
will be manufacturing sugar here
and putting it on the market in com
petition with the Sugar Trust.
The Trust finding that Spreckels
is in earnest, and knowing that he
has the capital to carry out his plans
and to fight them, arc making great
efforts to head him off in tho nine
months that will elapse before he
can get to work, and thcrain is con
tained tho secret of the recent at
tempts to bring the grocer's combi
nation and tho Sugar Trust to
gether. s
It is asserted by a prominont gro
cer that tho Trust Offered to give
tho grocers' combination a rebate of
half a cent a pound in sugar, pro
vided a great majority of the whole
sale grocers came into the combina
tion and provided tho combination
made a contract to take their sugar
exclusively from the Trust, and for
a period of not less than five years.
This rebate, it was thought, would
drivo all competing houses either
into the combination or out of tho
market, while the ironclad contract
to buy only of the trust for five
j'oais would deprive Spreckels of
the means of reaching the consum
ers. .
The exclusive publication in the
Evening Sun of the meeting of last
week, it is asserted will probably
prevent tho consummation of the
negotiations with the Trust, as a
large number of wholesalers who
had not yet come-into the combina
tion have thereby been informed of
what was going on and arc talking
decidedly in opposition to the pro
posed movement.
There is now every indication that
tho grocers fully comprehend their
advantageous position, and will play
Spreckels the big king, against the
combine and make better arrange
ments than they ever dreamed they
could make.
