in Brussels leaving nearly his entire
fortune to a young woman who was
entirely unacquainted with him.
The "American Art Printer" ex
plains that this is how it enmq to
pass: lie was n very eccentric man,
and set out, like DiogencB, in search
of an honest man. His tub was nn

always showed himself very oblig
ing in passing up the money of pas
sengers and returning the change,

to add a franc or half-franc. Then

variably slip it into their pockets.
No one thought of the poor con
ductor, whose meagre salary of three
francs a day could ill support such
ajoss. But at last a young v.oman
p'assed hers back with "Conductor,
you have given me half a ftanc too
much." Diogenes, delighted, fol
lowed her home, made inquiries,
and, as the answers wero satis
factory, made his will in her favor,
though he never gave her warning
that her half-franc was going to
bring her half n. million.

The easy indifference whicli marks
the attitude of the United States to
wards ail other countries is well il
lustrated by the apparent lack of in
terest in Washington in the building
up of a great British fort on Van
couver Island. A resident of Olym
pia, "W. T., said in this city the
other day: "Avery small propor
tion of the people of this country
are aware that the strongest fort on
the Ameiican continent is now build
ing on the Pacific coast. "When
completed it will rank next to Gi
braltar among the world's fortifica
tions. It commands the entrance of
Ptiget Souud, the second port of en
try on tho Pacific coast and one of
the most important in the United
States. The British will soon be
able to close this port at any mo
ment. No other nation in the world
would permit tho building of this
great fort to intimidate a peaceful
neighbor." San Francisco paper.
