MANIFESTO OF THE MINISTERS
There is little in the declaration
of, Ministerial policy just published
which cannot be said to be in accord
with apparent public opinion. The
grounds of an organized opposition
to the Ministry, provided the fore
going remark is correct, will there
fore be mainly with regard to faults
ot omission which discussion may
develop, and to the personal compo
sition and the past record, of. the
Cabinet. These grounds we do not
discuss at this time, but would
glance at the positive side, and
touch upon the intrinsic quality, of
