The Advertiser this morning
makes what cannot be regarded as
otherwise than grossly unfair reller
tions on the Kiug. Its oomplaint is
that Ilia Majc-ly claimed the right
to o outside of the "duminnnt
party" lo select a Cabinet. And it
is insinuated that the King's motive
i-i antagonism to the new (.'oustilu
lion. It is only an insinuation, and
a base one at that, because there
are no facts in the situation to war
rant it.
The "dominant party?" Oiireon
porary all along hold that the ietir
ing Government's- party had the ma
jority in the Legislature. The
National Kefortn parti, as Afr. Mc
Carthy oxpre-scd it the other night,
resigned the claim to having a ma
jority, and conceded the balance of
power to the Independent members,

TKE NEW CABINET.
The new Ministry has been form
ed and installed. Hon. J. A. Ciun

Godfrey Brown, Esq., Minister o(
Vinaneo ; C. 2s. Spencer, User,., Min
ister of the Intctior; A. l Peter
son, Esq., Attorney-General. One
of the gentlemen, Mr. Brown, is not
now to otllce, having formerly occu
pied the posit'ort of Minister of
1'oieign Alfalis. The other three
hold portfolios or the first- time.
Mr. Cummins Is a native Hawaiian,
who has been frequently abroad and
is veil known at home. Mr, Spencer
is a gcntlcmau of long residence
and extensive experience in the
country. Mr. Peterson was deputy
Attorney-General in the preceding
Administration until a few months
ago, "rt)cti he voluntarily resigned.
These gentlemen constitute a con
servative and a largely non-partisan
Cabinet. It tloen not fulfil the pie
dictioiw and forebodings of the radi
cal supporters of the Thurston Min
istry, that in the event of success
the National licfonii party would
place in power an entirely different
set. Everybody is not satisfied, and
cannot be satisfied. JUit taking into
account the many ditTicultios and
cross purposei, refusals and aspira
tions, etc.,the King and his adviser
are to be congratulated on the selec
tions made. The Cabinet is a ufc
one. and the character and record of
its individual members entitles the
whole to public confidence and a
fair trial.
BILL RELATING TO PLANT DIS
EASES. Noble E. Midler's bill "lelating
to the suppression of plant diseases,
blight and insect pests" prmides
for the appointment of throe com
petent persons for each of the. inl
ands of the kingdom having ports
of entiy, t!io shall be designated
"Commissioners of Agriculture."
The duty of these commissioners
shall be "to seek to prevent the in
troduction into this kingdom of any
plant disease, blight or insect posts
injutious to trees, plants, or vegeta
tion ; and to seek to exterminate any
such diseases, etc., now existing or
hereafter introduced." They ar- to
be empowered lo enter upon any
premises where they have reason to
believe there is any tree, plant or
vegetation affected with any disease,
etc., and to cause any tree, etc.,
all'ected to be cleansed or destroy cd,.
and to take all reasonable and proper
steps to prevent the spread of any
such disease. The masteisot vessels
from foreign ports with plants on
board to be landed in the kingdom
are to he required to notify the cus
toms ollleers of the fact on tinival,
and the officers aie to see that plants
art not landed until inspected and
puspt-d by the commissioners. Ulic
commi3r,ioners aro to be empowered
to destroy all dUeased plant".
Tht foregoing are the main points
of the bill, and arc clearly in the
public interest. To Gtippreb. and
prevent plant mid txec diseases is as
important as to suppress and pic-
vi'Ul animal diseases.
