third time Tuesday.
Second lending of bill to amend
the law relating to the Hawaiian
Postal Savings Hank. It authorizes
the issue of Government bonds up
to one million dollars, to be styled
the "Postal Savings Hank Loan,"
to be issued to depositors in the
bank who may apply for them, to be
made payable in pe'riods of not less
than five or not more than ten years,
at inteiestnot to exceed .0 per cent,
per annum payable bcmi-aunually.
Any depositor having not less than
."i00 to his credit is entitled to
bonds therefor, but no .depositor
shall be entitled to bonds in excess
of two thousand five hundred dol
lars. Minister Brown said the Govern
ment occupied a dangerous position
in regard to the savings. In case
of a panic producing a run on the
bank the Government could not
meet the demand for the neatly mil
lion dollars now on deposit." The
bill would convert depositors into
bondholders at their own desire,
thus preventing danger from tem
