to the' Constitution to hk

Be it enacted by the lung nnd the
Legislature of tbo Hawaiian
Kingdom :
Section 1. Article 48 of the Con
stitution is hereby amended so that
anid Article shall read as follows:
"Article 48. Every Bill which
shall have passed the Legislature
shall, before it becomes law, be pre
sented to the King. If lie approve
he shall sign it and it shall thereby
become a law, but, if not; he shall
return it, with his' objections, to the
Legislature, which shall enter the
objections at largo on their Journal
and proceed to reconsider it. If
after such reconsideration it shall be
approved by a two-thirds vote of nil
the elective members of the Legisla
ture, it shall be returned to the King
for signature, but if such signature
slia.lt again bo refused, then it shall
become n law. In all such cases the
votes shall be determined .by yeas
and nays, and the names of the per
sons voting for and against the Bill
shall be entered on the Journal of
the Legislature. If any Bill shall
not be returned by tho King within
ten days (Sundays excepted) after
it shall have been presented to him,
the same shall be a law in like man
ner as if he had signed it, unless the
Legislature by their adjournment
prevent its return, in which case it
shall not be a law."
Section 2. Article' 5G of the Con
stitution is lioroby umondud so that
said Article' shall read as followsr --
"Article 5G. A Noble shall bo a
male subject of the Kingdom, who
shall have attained the age of twenty
five years and resided in the King
dom three years, and shall be the
owner of taxable property in this
Kingdom of the value of three thou
sand dollars over and above all en
cumbrances, or in receipt of an in
come of not less than six hundred
dollars per annum."
Section 3. Article 50 of tho Con
stitution is hereby amended so that
said Article shall read as follows:
"Article 59. Every male subject
of tho Hawaiian Islands, -of Hawai
ian, Atneiican, or European birth or
descent, who shall have attained tho
age of twenty years, and shall havo
paid his taxes, and shall have caused
his name to be entered on the list of
voters for Nobles for his District,
shall bo un elector for Nobles, and
shall be entitled to vote at any elec
tion of Nobles, provided:"
And also that tho clause numbered
second of said Article 59 shall be
amended to read as follows :
"Second. That ho shall own and
be possessed in his own right of tax
able property in this country of tho
value of not less than one thousand
dollars over and above all encum
brances or shall have actually re
ccived an income of not less than six
hundred dollars during tho year next
preccdiug the registration for each
general election."
Section 4. Article 03 of tho Con
stitution is hereby amended so that
said Arliclo shall read as follows :
"Article 03. No person shall sit
as a Noblo or Representative In the
Legislature unless elected under,
and in conformity with, tho provi
sions of this Constitution,"
Section 5. Article 02 of tho Con
stitution is licrcby amended so that
said Article shall read us follows:
"Articlo 02. Every male subject
of the Kingdom, of Hawaiian, Ameri
can, or European birth or descent,
who shall havo taken au oath to sup
port the Constitution and laws in the
manner provided -for electors of No
blesj who shall have paid his tuxes,
who shall havo attained the age of
twenty years, und shall havo been
dumicilcd in the Kingdom for one
year immediately preceding the elco
tion ; uud shall know how to read and
write either the Hawaiian, English,
or some European latiguugo, (if bom
since the year 1810,) aud shall have

caused his name to be entered on
tho list of voters of his District as
may be provided by law, shall bn
entitled to one vote for the Repre
sentative or Representatives of that
District, provided, however, that
tho requirements of being domiciled
in the Kingdom for one year imme
diately preceding the election, and
of knowing how to read and write,
either the Hawaiian, English, or
some European language, shall not
apply to persons residing in tills
Kingdom :it the time of the promul
gation of this Constitution, if they
shall register and vote at the llrst
election which shall be held under
this Constitution."
Section C. A new article in addi-'"
lion to, and in amendment of the
Constitution, to be called Article 83,
is hereby added to said Constitution
to read as follows:
"Article 83. The Legislature may
from time to time enact such laws as
it may deem proper for the super
vision and control und identification
of all persons or any one class or na
tionality who may be introduced into
the Kingdom for the purpose of per
forming agricultural labor, aud may
also, by law, restrict and limit the
term of residence in the Kingdom of
such agricultural laborers aud the
business or employment in which
they may engage."
I hereby certify that the foregoing
Bill passed its Third Reading in the
Legislature of the Hawaiian King
dom on the lOtli day of November,
A. D. 1890.

stitution. Be it enacted by the King and the
Legislature of the Hawaiian
Kingdom :
Section 1. That Article 55 of tho
Constitution of 1887, be and tho
same is hereby amended by striking
out t.hn words "two hundred and
fiftyU-in tho. seventh line, and insert
ing iu place thereof the words "five
hundred," so that the Article shall
read as follows:
"Article 55. Tho Representatives
shall receive for their services a com
pensation to be determined by law,
and paid out of the Public Treasury,
but no increase of compensation shall
take effect during the biennial term
in which it shall have 'been made ;
and no law shall be passed increasing
the compensation of Representatives
beyond the sum of live hundred dol
lars each for each biennial term."
I hereby certify that the foregoing
Bill passed its Third Reading in the
Legislature of the Hawaiian King
dom on the 10th of November, A. D.
