SUCCESS OIF THE BALLOT LAW.

tralian ballot sys'lom in the munici
pal elections of Monday disappoint
nil tho picdictions of its enemies,
that it would prove clumsy and un
workable in placticc. So far from
presenting any dilllcullics or making
nny confusion tho election was every
where noted for its quiet and smooth
working of the system. "Complete
satisfaction" is ihe report from
Healdshurg; "worked splendidly,"
says Redding; "gave general satis
faction," comes from Ukialt; "moie
than pleased with its working," says
Monterey; "worked with entire
satisfaction," rcpoitsSan Jose, and
so on through the list.
Thcto was, indeed, no reason to
suppose that the Australian ballot
system would work any differently
in vJalifornia than in other States.
Everywhere it has been adopted it
has piovud a smooth and expeditious
method of voting and ba put an end
to some of the most open abuses of
elections. No pailicular ncutcness
is required of a voter. If he knows
his own name, the name of Hie man
and the party ho wants to vote for,
and has intelligence enough to stamp
a ci oss opposite the name on the bal
lot he will have no trouble.
The system abolishes the ticket
peddler, puts on end to tho assess
ments for printing and distributing
ballots and makes the "worker" at
the polls a supcilluous person. The
only employees a party may legiti
mately tiavc are tho challengers and
the watchers of the count.
With proper care on the part of
officers and citizens, the system of
fers a secret ballot that would put an
end to vote-buying. The system can
be beaten only by the collusion of
election ollicers and the carelessness
of challengers and the police. It is
probable that an attempt will be
made in Hub city to buy votes and
break the secrecy of the ballot
through the provision allowing an
ofllcer of the election board to assist
an illiterate in marking his ballot.
A suitable reward offeied for the ar
rest and conviction of such offendeis
will result in speedily landing in jail
everybody who tries that trick.
The new ballot system has every
where proved its excellence and it
will put elections in this State on an

THE NICARAGUA CONVENTION.
Governor Markhara has complied
with the request of the Nicaragua
Canal Convention recently held in
this city, and has issued a call for a
National Nicaragua Canal Conven
tion, to meet at St. Louis on June 2d.
The call is issued in the form of a re
quest to the Governors of the States
and Territories to appoint two dele-
gates for every Senator, Representa
tive or Delegate in Congress to attend
on the date mentioned. The request
of the California convention that the
delegates lie appointed equally from
the two political parties is repeated,
and the Governor states that the call
for the convention is not only'by re
quest of the convention, but "agrce
bly to his own feelings."
The prompt acquiescence of Gov
ernor Markham in the plats of the
convention is giatifyiug. The invi
tation to the Governors has been is
sued iu time to give ample opportun
ity for the selection of leprescntative
citizens from all the States and Ter
ritories. It is to be hoped that no
Governor will neglect to make the
necessary appointments. No State
should be unrepicsenlcd at the ht.
Louis convention. No State can fail
to be benefited by the construction of
tile Nicaragua canal, and none should
hold back fiom an effort to have it
The Nicaragua canal is the great
est work ot the latter part of the
century. Jt will be the greatest aid
to commerce between the Atlantic
and Pacific States that could be se
cuied. Millions of tons of pioducts
that. are now not exchanged on ac
count of the high transcontinental
freight rates will be sent through it.
The trade of the Pacilic that now
goes to England will pass to the Uni
ted States thiough the shortening of
the ocean loute. The disadvantage
that is now against New York and
New Orleans will then be against
London, and even in greater-pi opor
tion. Every State is interested in the en
terprise and all should be represent

PaeiuVauthoiities havo received a
cablegram to tho effect that 250
sailors ami marines destined for the
Pacilic squadron, would sail on the
steamer Carthagenian from Liverpool
for Halifax. From there they will
take the Canadian Pacific special
train, which will leave at once for the
Paciflo coast. It is belioved the pre
sent detachment is being st'iit over
to reinforce the crews already duiug
duty in Pacific wateis.
