The Assembly reconvened nt 1 :46
o'clock and proceeded with the con
sideration of bills on second reading.
Hill 109, relating to probate and
other judicial proceedings; referred
to Judiciary Committed.
Bill 110, relating to tho. abolition
of the olllco of Fire Marshal ; to
Committee on Public Lands.
Hill 47, relating to the statute of
limitations ; was read a,sccotid time
and re-labled for tulure considera
tion. Hill 09, relating to the erection of
buildings for the storage of kerosene
and intlamuiahlc oils.
Noble Marsdcn offered an amend
ment to Section 3 that, "any corpo
ration constructing and maintaining
a waiehouse for the 9toragc of in
ilammablc oils shall pay to the Min
ister of ilie Interior ten percent of
the gross receipts teccived for such
slot age."
.Rep. Wilder favored the passage
of Hie Hill ; he was of opinion that
the concession would bo of benefit to
the Government at.il the people. The
Standard Oil Co. was liot the heart
less coi potation which people had
been led to believe. Since that
company had had control of this
market the price of oil had been con
siderably reduced.
Rep. Ashford also favored the pas-
sago of the Rill, he had no doubt
that the Standard Oil (Jo. had the
reputation of being a grasping, grind
ing, soulless, greedy corporation, but
even if all that, under the restrictions
contained in the Bill he did not
think that the company could do any
harm.
Noble Marsdcn did not favor the
Bill, he did not consider that the
Assembly was acting like the dog in
the manger in the matter. If the
Government cannot build not having
the money, he was confident that the
merchants would assist with desired
funds; let the Government issue
bonds for this special object and the
money would be forthcoming to-morrow.
The Standard Oil Co. was an
octopus that had stretched its sinewy
arms out all over the world and had
squeezed hard where it could hold.
He objected to this attempt to get a
control hero and would light it off
with his strongest eHorts. There
was another side to this question,
viz., revenue to the Government. If
his amendment did not pass he
would move the indefinite postpone
ment of the Bill.
Minister Parker said that when he
first read the bill he thought it was
all right, but on closer examination
he found that the bill did not desig
nate the kind of material to be used
in the construction of the proposed
storage warehouses. He supported
the amendment of Noble Marsdcn.
Rep. White moved the iudelinite
postponement of the bill. There was
undoubtedly a nigger in the fence in
this matter as the heels could be seen
sticking out. The bill did not men
tion the material to be used, and the
buildings might bo put up very
cheaply. To pass the hill would be
to deprive the Government of a
source of revenue, and it would also
impose hardships upon local mer
chants. This was another attempt
of foreign corporations to get a con
trol in Hawaii. It was the old story
of the camel and the hospitable
Arab, after being permitted to get
its head in, the body soon followed.
This Standard Oil Company would
not hring additional revenue by this
measure, for they would evade taxes,
having plenty of oil on hand before
and after the time set for re
tnrns, but an empty house at the
tune set.
Noble Baldwin believed that it was
proper that the Government should
have the control of these storage
warehouses, provided that it had the
ready money to go on and build
them. But he did not know where
the money was to eomo from just
now.

payment the funds will be forth
coming to-morrow morning. (Laugh

Noble Baldwin Well, if the Gov
ernment can do it all right, but my
general view is that there are other
improvements that the money could
he hotter spent on. Take the wharf,
for instance, now owned by the Oahu
It. It. Co. j thdro was a good oppor
tunity to spend Slu,000. He thought
it was a small business when the
Government made an investment of
815,000 with only 81900 return as
revenue. More good could be done
with the inouey in other tilings,
Noblo Druier did not confide for
one moment that the Government
was as rotten us some people say and
would like to have other people think
as the' said. He did not consldei
that it was such a dilllcult matter to
build a house that would easily store
