AN ACT
To Provide ron a Police Justice tor the District or West
Kau, Island or Hawaii.
Be it Enacted by the Queen and the Legislature of the Hawaiian
Kingdom :
Section 1. Tlint tho District Justico of "West Knti, Island
of Hawaii, shall bo appointed Police Justice for tho same
District of "West Kau, and ho shall have tho like authority
and jurisdiction in tho Tliiid Judicial Circuit as is now, by
law, conferred upon Police Justices in other Judicial Circuits.
Section 2. This Act shall become law from tho date of its
approval.
Approved this 4th day of August, A. D. 1892.

To Amend' Section 388 or the Civil Code, Relating to Fish
eries. Be it Enacted by the Queen and the Legislature of the Hawaiian
Kingdom :
Section 1. Section 388 of tho Civil Codo shall bo and the
same is hereby amended to lead as follows :
" Section 388. Tho konohikis shall be considered in law
to hold said private fisheries for the equal uso of themselves
and of the tenants on their respective lands, and the tenants
shall bo at liberty to take from such fisheries, either for their
own use, or for sale or exportation, but subject to tho restric- .
tions imposed by law, all fish, sea-weed, shell fish and other
ediblo products of said fisheries."
Section 2. This Act shall take effect and become a law
from tho date of its approval.

AN ACT
To Impose an Internal Revenue Tax on Playing Cards.
Be it Enacted by the Queen and the Legislature of (he Hawaiian
Kingdom :
Section 1. Thoie shall bo levied, collected and paid an
internal rovonue tax of twenty-five conts each on every pack
of whatever nunibor, of playing cards of any kind or descrip
tion made, manufactmed or sold in this Kingdom.
Section 2. Tho Minister of Financo is hereby empowered
and directed to piocuio such adhesive lovonuo stamps as
may be necessary to carry this law into ofl'oct.
Section 3. Tho Tax Assessors, in their respective divi
sions, are hereby cliaiged with tho execution of this Act un
der tho diioction of tho Minister of Financo. They aro here
by directed to paste ono twenty-five cent adhosivo revonuo
stamp on to each and ovory pack of playing caids of any
number, kind or description. They shall also collect tho
rovonue arising thorofioni and remit tho samo to tho Minis
tor of Finance.
Section 1. If any person, firm, company or corporation
shall mako, proparo, soil or koop for sale any playing cards
upon which tho tax is imposed by this law, without having
aflixed thoioto nil adhosivo stamp donoting tho law boforo
mentioned, ho or thoy shall incur a penalty of ton dolhus for
ovory omission to ailix such stamp.
Segiuon C. Every manufacturer, maker or seller of play
ing cards, tho conditions above as to stamping thoiu having
boon complied with, who shall take oil", romove or detach, or
cause or poimit, or sutler to bo takon oft', or removed or de
tached any stamp, or who shall uso any stamp, or uny wrap
per or cover to which any stamp is allixed to cover any otlior
pack of cards tlinu that originally contained thoroiu shall, for
ovory such oiibnso committed, bo subject to a penalty of iifty
dollars.
Section (!, If, after tho passago of this Act, any maker,
manufactuier or seller of playing cards shall sell, send out,
remove or deliver an' playing cauls boforo tho tax thoioon
shall have boon fully paid by allixing thoroon tho proper
stamps as provided by this Act, or if ho or thoy shall hide
and conceal, or cause to bo hidden or concealed, or shall re
move or convoy away or deposit, or causo to be lemoved or
convoyed away from and deposited in any place any playing
cards to ovado tho tax chargeable thoroon, or any pait there
of, ho or thoy shall bo subject to a penalty of ono hundred
dolhus, together with tho forfeiture of tho cards as abovo
mentioned.

To Provide roit the. Appointment or Acting Police Justices
IN CASE Or THE ILLNESS, TEMPORARY ABSENCE OR DISQUALIFICA
TION or Police Justices, and to amend Section 915 of the
Civil Code, as amended by Chapter XXII of the Laws or
187-1, and Chapter XIII or the Luvs or 1890.
Be it Enacted by the Queen and the Legislature of the Hawaiian
Kingdom :
Section 1. In case of the illness, temporary absence of
any Police Justice fi-om the District for which ho is appoint
ed, or whdn for any causo any Police Justice is disqualified
to hear and determine any case which would by law come
under his jurisdiction, it shall bo lawful to appoint some
other person to perform tho duties of such Police Justice,
who shall be called an Acting Police Justice, and shall not
exercise any judicial functions excopt in tho contingencies
above mentioned.
Section 2. Such appointment shall bo made in the manner
prescribed by Chapter XXI, of tho Laws of 1887, for the ap
pointment of District Justices, and shall bo for the torm for
which the Police Justice for whom he acts is appointed.
Section 3. This Act shall not bo construed to repeal Sec
tion 937 of the Civil Code, nor Section G, of Chapter IX, of
tho Laws of 1874, but it shall be optional for parties bring
ing suits, either civil or criminal, to,tako them boforo such
Acting Police Justice, or to tho Circuit Judge, or Jubtice of
tho Supreme Court, as the case nniy be.
Section 4. The compensation of such Acting Police Jus
tice shall bo such as may be agieed upon between him and
tho Police Justice for whom he may act, and shall bo paid
out of the appropriation for salary of such Police Justice.
Section 5. Section 915 of the Civil Code, as amended by
Chapter XXII, of the Laws of 1874, and by Chapter XIII, of
tho Laws of 1890, is heioby further amended by striking out
all that part of tho Section after the words " whether said
parties bo natives or foieigners," viz., tho words " excopt that,
in any District where thoro is a Police Justice, tho District
Justice shall not have jurisdiction in any case in which either
party is a foreigner by biith."
Section (5. This Act shall take effect from and after the
date of its appioval.
