minority wrong? May not there bo
reasons for maintaining a small
nuelous of a military establishment,
as eogent hero ns in tho United
States? By anybody not entirely
eonvineod of tho truth of his own
position, those reasons may bo found
to bo of considerable weight.
Tho Advertiser says that in tho
United States tho army is nioroly a
nuelous to bo increased in time of
war. This is positively untrue, if by
war we are to understand foreign
war; bvit if civil war bo contem
plated tho raison d'etre of a nucleus
exists as clearly in Hawaii as in
America, and more so.
In America there are largo army
corps of volunteers. Each Slate
equips and maintains an army of
citizen soldiers. Only (lie other day
at Homestead the entire force of
militia was called out by tho Gover
nor of tho State to suppress the
movement of the strikers. Now
hero the thing is different. Wo have
no militia. The law forbids the
organization of volunteer corps.
On the other hand wo aro oven
more at the mercy of our .Mongolian
and Japanese population, should it
become 'unruly, than is any State in
tho Union at tho mercy of malcon
tent btrikors. So far we haut ?.
caped. but who knows, as times
grow harder,-as wages decrease, and
laborers are imported at cheaper
rates, whether tho thousands and
the tons or thousands of our senii

disposition to revolt? All things go

maintain order and put down rioting.
In Hawaii with a population of 80

t is perfectly certain that tho
preparations made by tho guard on
a recent occasion had a most salu-
, tary cooling effect uxion tho excited
minds of our heroic revolutionists.
It is all very well to sneer when tho
danger is averted, the misgiving
which existed as to tho nature of
tho reception to bo expected at lo
lani Palace without doubt demora
lized and overthrow what would
havo proved a dangerous and fatal
conspiracy. This is tho reason why
sensible people wish to have a guard
of our own. They are pleased to
know that there is an element of
safety and security in our midst
ready and able to copo successfully
with any attempt liktsly to bo made
upon tho peace and security of the
inhabitants of Honolulu. It is un
fair to say that tho object of tho
troops is merely to mount guard at
tho Palace gates, or to lire salutes.
It is far wider than this. It is to
reassure tho residents of thisjeity
that in .spite of tho sneers and sar
casms of those who ought to know
bettor, the government means to
maintain a force, small indeed, but
suiliciont to put down anything like
lawlessness. Wo hope tho guards
will bo maintained ,in numbers, in
excellence of drill and in elllciency.
