Postal Savings Bank Notice.
By authority of Section II of "An Act
to Amend and Consolidate tho Laws relat
ing to the Hawaiian Postal Savings ISank,"
approved on tho 7th day of September,
1802, and on that day taking cfTeet; notice
is hereby given that the rate of Interest on
Savings Hank deposits is fixed as follows:
On amounts under and up to Five Hun
dred Dollars ($500), in Oold Coin of tho
United States of America, in any one ac
count, already on deposit in tbo Hawaiian
Postal Savings Hank on September 30, lt02,
interest will be payable from October 1,
1892, forward until further notice, at the
rate of 0 per cent, per annum, in Oold Coin
of the United States of America.
On amounts over Vive Hundred Dollars
($500) and not exceeding Two Thousand
Five Hundred Dollars ($2,500) in Gold Coin
of tho United States of America, in any ono
account, on deposit in the Hawaiian Postal
Savings Hank on September ISO, 1S92, inter
est will be payable from October 1, 1892,
forward until further notice, at the rate of
5 per cent, per annum, in Gold Coin of the
United States of America.
On deposits placed in the Savings Hank
after September 30, 1892, interest will bo
paid until further notico, at the rate of 0
per cent, per annum on accounts not ex
ceeding Five Hundred Dollars ($500). No
interest will be paid on accounts exceeding
Five Hundred Dollars ($500), in single ac
counts, deposited after September 30, 1892.

Postal Savings Bank Notice.
By Section 17 of "An Act to Amend and
Consolidate the Laws relating to tho Ha
waiian Postal Savings Hank," approved on
the 7th day of September, lfc92, and on that
day taking effect, tho Minister of Finance
is authorized to issue Coupon Bonds of tin
Hawaiian Government, to bo styled the
"Postal Savings Bank Loan," to be issued
only to depositors in the Hawaiian Postal
Savings Bank who may apply for tho same.
Tho "Postal Savings Hank Loan" bonds
are redeemable in not less than fivo nor
more than twenty years, at the option of
tho Minister of Finance, and bear interest
at the rate of C per cent, per annum, to be
paid semi-annually, interest and principal
payablo in Gold Coin of tho United States
of America or its equivalent.
Any depositor with an aggregate amount
to his credit in tho Savings Hank, of not
less than Two Hundred Dollars ($200) in
Gold Coin of the United States of America,
which shall have been on deposit at least
three months, is entitled, on application, to
an issue of "Postal Savings Hank Loan"
bonds in exchange therefor, in sums of
One Hundred Dollars ($100) or multiples
thereof.
Applications will be received at tho Pos
tal Savings Bank for "Postal Savings Hank
Loan" bonds from date until September
30, 1892, inclusive.

During tho process of Deepening tho
Channel at tho entrance to Honolulu har
bor the Dredger will be in operation night
and day.
At night there will be a Danger Signal
placed on tho forward derrick of Dicdger,
about 30 feet above sea level, which can bo
seen by all vessels approaching the harbor.
The Signal consists
of 3 lied lights and a
White light-as in
the diagram tho red
lights being about 3
feet apart, with tho
white light in tho
center.
All steamers cross
ing tho liar will stop
at a safe distance from tho Dredger and
give ono blast of their whistle, which will
be answered by a hinglo blast from tho
Dredger, to bo followed by three blasts
from the Dredger when tho passago is clear
and they can proceed.
The Tug will bo on hand when not other
wise engaged to assist sailing craft la pass
ing the Dredger when necessary.

THE "JUST" PAPER.
It is torribty discourteous to hold
up a finger at a political lawyor for
his special pleading from purely
political motives. But it scorns all
right according to tho Advertiser's
ethics to cast a vile slur on tho head
of tho nation, who cannot with pro
priety oll'or a porsonal defense, on no
other basis than a condensed report
of hor words to a deputation of ladies.
Mrs. Hall head of tho deputation
that presented tho ladies' luomorial
to tho Queen, has rebuked tho Adver
tiser in a letter to that paper for its
jumping at a conclusion forming a
solace to its seditious soul. It is a
great satisfaction to havo tho head
of tho deputation do so, as the im
pression left by tho Advertiser's
villanous assault was that it had
private information to justify its
action. There was not tho slightest
ground in tho news paragraph ap
pended to tho text of tho memorial
in this paper, for tho vicious attack
made on tho Queen by tho Adver
tiser. It was only a note on hearsay
evidence, correct as far as it wont,
without purporting to bo a complete
report of Hor Majesty's reply. In
deed, it might havo been expected
that tho reported statement of tho
Queen, that she would submit tho
memorial to hor Ministers, would
havo drawn forth an encomium from
tho Advortisor, in that it indicated a
clear advance for responsible govern
ment. That is, such might havo
been oxpocted from any paper with
a particlo of principle.

bridesmaids. The bride was given
