Prison Boform.
Editoh Bulletin:
Tho manngomont of Onhu Prison
is under tho control of tho Marshal
of tho Kingdom, and I think that it
is oljiciontly administered with ex
ceptions given bolow.
Unpt. A. N. Tripp is tho Govornor
of said prison (vulgarly called jailor),
and administors sentences iinpartial
ry to all prisonors no matter what
may bo their nationality, raco or
color. This community has, how
ovor, a Board called I boliovo
Prison Commissioners, who are sup
posed (orallogod) to undertnko tho
supervision of tho treatment of
prisonors of all classes. Now. a
Chinaman arrested, fined and im
prisoned for, say, an "opium tran
saction" has little if any fault
to find with his treatment in
tho Hawaiian Bastilo, receiving as
ho does his natural food on which
ho was raised and reared. Of the
Hawaiians I may say that in theso
disastrous timos Oahu Prison is a
popular and well patronized hotel
for them as a dcrnirr rnsort from
"missionary skin wanes."
I think as a citizwu of this coun
try, one who has lived hero fourteen
3'oars, a voter for Nobles and Repre
sentatives, that (so-called) foreigners
should bo treated on tho samo gon
orous scalo( and while tho governor
of tho said prison is willing and
eager to remit as far as lies in his
power tho penalties and conse
quences of the white man's trans
gressions (against law and order),
still it is surely right and logical
that they should be placed on an
equal fooling with those who are
generally hold to bo inadequate to
copo with them in all that conduces
to the welfare, help, comfort, and
advancement of society.
The white man, no matter his
nationality, is (generally speaking) a
credit to this nation, ho saves largo
disbursements on account of salaries
and should receive soino adequate
compensation for his involuntary
services.
For instance, as shoemakers, drug
gists, hospital assistants, cooks, stew
ards, tailors, and gardeners, otc, all
saving largo sums of money to the
government, should bo in some way
remunerated for their skilled labor,
and when wo tako into "our too
ofton dull brains" tho treatment of
discharged prisoners in tho British
Empire, and hor generous daughter,
tho Great EopubliC; 1 am forced to
write that partiality is palpably
shown in tho treatment of those con
demned to "durance vile" for an
indefinite period for. crimes and
misdomeanors they may never have
committed; is partial and I think
disgraceful.
I would say this, if a foreigner of
education is unfortunately to bo tho
guest of Hor Majesty, give him at
least his natural food, and on his
discharge give him an honorarium for
any valuablo sorvices rendered, give
him his light (electric lights are now
cheap) say till 9 p. m. Ho will im
prove his mind if so inclined, and
such favors prevail in tho prisons of
Europe. When ho loaves your "in
stitution of correction" for so-called
wrong doing, probably ho will be
restored to society a valuablo and
good citizen.
Lastly, a prisoner committed for
an indictable offence, such as mur
der, arson, or highway robbery, is
treated harder than those convicted
of tho same offences. A man wher
ever tho grand old Saxon is spokon
is innocent, surely, till convicted, all
tho world over.

A Ramie Fiber Cleanser.
An ingeniously constructed digest
er for cleansing ramie has boon ex
hibited to exports and its operation
pronounced very satisfactory in pro
paring tho material for tho spinner.
The process is a chemical one, tho
crude ramie being placed in this ap
paratus and subjected to tho action
of a chemical solution undor heat.
Tho pump forces tho solution
through the heater into the digester,
thus diffusing it through tho mass
of material, this action dissolving the
epidermis, or outer bark, and at tho
samo time dissolves tho resinous
gums in which tho ilbro is encased
a treatment which, followed by dr'
ing, renders tho fibro fit for tho mar
ket, in its unbleached condition. In
connection with tho forogoing pro
cess and its results, is an apparatus
for instantaneously bleaching tho
fibre by chemical moans. Tho me
thods thus brought forward, and ac
complished, as is claimed, by such
apparatus, aro not unlike those for
producing chemical pulp in a paper
mill. The qualil3'of tho fibro is not
injured, whilo the ramie is de
gummod and tho outer scalo remov
ed at tho samo operation. iY. Y.

Mr. W. M. Terry, who has boon in
tho drug busiuess at Elkton, Ky., for
tho past twolvo years, says: "Cham
berlain's Cough Remedy gives bettor
satisfaction than any other cough
medicine I hnvo evor sold." There
is good reason for this. No other
will cure a cold so quickly; no other
is so certain a preventive and cure
for croup; no other affords so much
relief in casos of whooping cough,
