Tho Cabinet is too influential to

earnost and prudent men wore con
gratulating themselves on tho estab
lishment of the recognized channel

raises its voice and endeavors to
prolong public uneasiness. Bo it
observed not on a point of policy,
not on a question of principle, but

open understanding which has ex
isted between the morning paper
and tho members of a certain faction
since tho day that numerous arrests

self in somothing at anj' rate, conse
quently it clings to its tradition of
personal spite and trumpery vilifica
tion. But not one of those consider
ations, nor all of (hem combined de
serve to bo considered for a moment
as an oiFsot to public confidence, or
peace at tho present moment. If,
when things aro running smoothly,
an investigation into tho manage
ment of tliu Marshal's ollico bo deem
ed expedient, wo are confident that
Marshal Wilson will raise no
word of objection. But all foregone
conclusions, oven when emanating
from the Advortisor, must bo ignor
ed. No man must bo condemned
without a trial, nor should a man bo
tried for that for which his superior
alone has been responsible.
