Bill 181, to authorize tho granting
of special permits for tho practice of
medicine amongst lepers.
Consideration of items in tho Ap
propriation Bill, .Section 2 were con
tinued. Purchaso of kuleanas at Knlau
papa and Waiholu, SiiOOO, was
amended to road: "Kuleanas at
Lepor Settlement," and passed at
tho figure mentioned.
Support of Lopors, $5000.
Noblo Marsdon moved that tho
item bo roforred to tho Sanitary

Quarantine Expenses, $20,000.
Aid Kapiolaui Maternity Homo,
$2,100 was, on motion, roforred to
tho Sanitary Committee.
Subsid to stoamor between Hono

House could do bettor than that,
and that would bo by referring tho
item to tho Committee on Commerce.
Bop. Kamauoha moved that tho
item bo referred to a special com
mittee with Bop. Wilder as chair
man. Bop. "Wildor deolinod to fill tho
position of chairman on any com
mittee which might consider tho
item. Ho would say that the item
was now wrongly placed, it should
bo in Section 1. Appropriations in
this section could not bo obtained
for a surety. Tho company havo
boon carrying froigbt in theso stoam
ors, for tho Board of Health, at half
rates for some j'oars back with a
tacit understanding that thoj' would
continue to do so while this subsidy

Tho Wilder Steamship Co. wero now
carrying freight for tho Board of
Health at half rates. If tho subsidy
was not passed thoy would chargo
full rates and that would result in a
greater expense to tho country than
if tho subsidy was paid.
After some further discussion No
blo Thurston moved that tho itom
pass and that the Clerk bo instruct
ed to placo it in Section 1.
On tho motion being put it was
found that on an individual count
being made there woro 18 in favor to
18 against, and President Walkor
cast his vote in favor of tho motion.

amount previously appropriated as
aid had boon $5000, ho moved that
that bo tho amount and that it bo

Tho Minister of tho Intorior an
nounced that tho Queen had signed
the bill relating to granting special
permits to treat lepors.
Noblo Thurston moved that tho
whole Appropriation Bill, as now
passed, bo roforred to the Minister
of Finance. Carried.

Bill No. 8, providing tho placo for
holding the terms of the Circuit
Court of tho Second Judicial Cir
cuit of tho Kingdom, was read a

After considerable discussion the
