351 of the Cjvll Code of this Kingdom, I
hereby proclaim the following Regulations
for the storing, keeping and trantortatlon
of gunpowder in this Kingdom; mid no
person shall store, keep or transport any
gunpowder Hi other ipiatitlty or maimer
than is prescribed In such Regulations:
1. No mtsou shall receive, keep or
store, oreausistobc received, kept or stored,
or aid or assist aii pcron in receiving,
keeping or storing gunpowder in a larger
ipiautlt than tlft pounds in any brick or
stone lire-proof building, or more than ten
pounds in mi) wooden building, or upon
an) other premises in this Kingdom, ex
cept in the Government Powder Magazine.
'.'. Any person keeping, storing, or hav
ing lift poundsof gunpowder, or less than
that ipiantit) in aciordiuuo with rule one,
in an) one place, except in the Govern
ment Powder Magnine, utiitlt keep the
same in an air-tight metallic xessel, which
vos-el shall bo marked with tho word
"Ouilioder" in plain Roman letters, not
less than three inches in height, and of
proportionate width: and shall be kept at
all times coiisjilcuoush in view, near the
entianccof the premises where kept, and
convenient for removal therefrom.
.1. Any essul arriving at any port of
this Kingdom, and having Gunpowder on
board as freight or cargo, shall iiimiu
diatel) hoist a red tlag at tho fore-mast
head, and keep the sumo M)ing until the
gunpowder shall have been landed or re
moved, and no vessol having gunpowder
on boird will be permitted to remain at
the wharf, more than twelve hours, and If
the essel shall be at, tho wharf over night
a policeman or watihmau shall be kept on
il lit x on board all night. All gunpowder
dopositcd on the wharf for shipment, shall
be liumediatel) passed on hoard tlioxe&sel
to receive the same.
All gunpowder landed or placed on an
sidewalk, street or public waj , for forward
ing or shipment, shall be forwarded or
shipped immediately after it shall have
been so lauded or placed.
1 Xo person shall conxc) or cause to
be i onvc) ud or assist in oniix'e) ing, in any
chicle, :m gunpowder, unless the same
shall bo securely packid in close pickages,
nor unless such packages shall be securely
lovered while on the chicle,

Marshal of Honolulu, and the Halbor
m.ister of tho Port of Honolulu, and the

deputies are directed to seo that these
regulations are enforced and to make com
plaints, to nnj Police or District Justice,
for the violation of the provisions thereof.

powder received in the Government Maga
zines, at the rate of twont) cents per
month for every bundled pounds, the
