novolly at that time. The changes
introduced into the Ainorican vessel
have made hor resemblance to the
Spanish cruiser less marked.
Tho bids for No. (5 wore- opened
Juno 10, 1889. At that time Secre
tary Tracy had come to the head of
the doparhnout, and with his well
known preforonco for large vessels
had authorized an increase in tho
proposod displacement from f,:500 to
6,500 tons. The only bidder was the
Union Iron Works, and their bid
was $1,7(30,000 on their own or Sl,
796,000 on the department's plans.
Tho latter being within tho limit ol
$1,800,000 fixed by Congress was ac
cepted. Altenvaru Mr. Irving bcolt,
tho President of the Union Iron
Works, agreed to mako tho vessel
ton feet longer, so as to got inoro
space in tho lire room, without extra
cost. Sho now accordingly has a
length of 1U0 feet on tho load wator
lino, with an extreme breadth of 53
feet, n mean draught of 21J feel, and
a displacement of 5,500 tons. Sho is
900 tons larger than tho T3altimoro
and 1,000 larger than tho Chicago.
Her contract requires hor to bo ready
for delivery by April 1, 1893, but sho
will be delayed 1)3' failure to get her
material in season.
Tho first noticeable feature in this
fine cruiser is hor speed. Her motive
machinery consists of twin screw,
vertical triple expansion engines,
which are to develop a maximum of
13,500-horso power. Tho Chicago's
engines iiavo a maximum ol only
5,034, and even our fast new vessels
do not equal tho maximum of No. G.
Tho Charleston's fUitiO-horso power
givo hor a speed of 18 1-5 knots; the
Newark's 8,8t!9 givo her 19 knots; tho
Philadelphia's 8,815 givo her 19!;;
tho Baltimore's 10,00-1 givo hor a
little over 19i knots, and tho San
Francisco's, 10,100 givo hor 20 1 -6
knots. Accordingly, it is probable
that tho 13,500-horso powor of
Cruisor No. (5 will yield at least tho
20 knots required in hor contract,
and as her buildors are those who
built tho San Francisco, thoy are
likely to earn a premium for exceed
ing hor contract speed.
Again, sho will bo remarkable for
coal endurance and sustained speed.
Hor coal capacity is 1300 tons, which
gives hor a radius of action of 13,000
miles, and is much more than tho
avorago of vessels of hor class. The
weight of her machinery will, it is
expected, givo hor a sustained sea
speed of 19 knots, or at least two
knots in advance of that which is
maintained in vessels of her class.
Sho will undoubtedly beat anything
in our navj', oithor built or project
ed, for a long voyage, with tho ex
ception of tho Columbia and No. 13,
and tho possible exception of tho
In hor main battery she carries
four eight-inch brooch-loading rillos
and ten five-inch rapid-firo guns. In
hor secondary battery are fourteen
six-pounders and six one-pounder
rapid-firo guns and four Catlings.
Her defensive capacity makes hor a
high typo of tho protected cruiser,
as sho lias four inches of armor pro
tection for the guns, and ammuni
tion hoists and a water-excluding
bolt. Sho has three comploto decks,
including the protective deck, and
a largo superstructure amidships,
which is cut away forward and aft,
and ends at tho eight-inch gnu bar
bettes. Sho has two masts, with a
fighting top and oloctrio light top
on each, and carries sulliciont fore
and aft sail to steady hor in a sea
way. Hor seaboard forward is eigh
teen foot and seventeen foot aft. A
completo protective dock is worked
two inches thick on the Hat through
out, four and tliroo-qunrtor inches
on tho slopes amidships, and three
inches on tho slope forward and aft.
A water-excluding bolt two foot nino
inches thick is worked above tho
protective deck, completely sur
rounding tho ship. It extends tq,a
height of four feet above tho water
lino. The space immediately abovo
tho protective deck is closely sub
divided, and much of it is covered
with coal, forming an additional
safeguard against tho oiU'ct of dam
age near tho water lino.
Tho vessel has a complete electric
lighting plant of tho most modern
typo, and great caro has been taken
to mako tho fittings in connection
with pumping, drainage, and venti
lation comploto and elliuient. The
vessel is fitted as a ilagship, and in
addition to tho quarters for Admiral
and Captain, there ore staterooms
for sixteen ward room officers, berths
for twelve junior oflfcors, and rooms
for two warrant ollicors. The usual
offices, storerooms, etc., are provided,
and there is ample accommodation
for tho crow. Tho complement is
1(3(5. This lino cruisor will probably
be in commission next autumn,
