with tho consideration of Section 2
of Bill (G5a), relating to tlio licensing
of light wiuis nnd beers.
Motion was made to indefinitely
postpone tho bill but was lost on tho
following a3'o ami naj' vote or Zl to

A motion to refer tho bill to tho
consideration of a counnittco to re
port at tho next session was strongly
opposed b' Ron. Ashford in n very
pithy nrgumont. Ho was also op
posed to tho nmondmont proposed
bj Rep. Smith rolntivo to tho "voico
of woman being hoard" in tho grant
ing of tho application for license.
Noblo Baldwin was opposed to tho
bill. Ho argued with Rop. Kanealii
that tho saloon was tho primory
school for tho education of drunk
ards. Ho did not think tho pa'-.sngo
of this bill would lesson drinking.
There wore now good laws relating
to minors being prohibited from
patronizing saloons, but in thooutor
districts thoso laws woro not carried
out. Tho bill was not in accord
with its title; instead of a light wine
it was proposed to sproad tho sale of
heavy wines at a standard of 21 per
cent of alcohol. Ho thought it
womu do a vory nam matter to en
force the provisions of tho proposed
law. Now, men in his part of tho
country woro soon to go into Chinese
coffee houses sober and come out
drunk, j-ot nothing was done about
it: thoro was no investigation.
Noble Marsdon said that tho causo
lay in tho construction put on tho
law by tho Supiomo Court. Under
tho law now existing it became neces
sary to prove an actual salo to obtain
a conviction of illicit dealing. Tlio
possession amounted to nothing.
Under this proposed law tho posses
sion of liquor higher in stiongth
would bo sulliciont to causo tine and
loss of license. Ho considered that
tho matter had been argued enough
and nothing could be said of sulli
ciont influence to change anybody's
vote, so he moved the previous quob
-Tho amendment to refer to tho
Legislature of J bill was lost, 1!) to 15.

women voting on tho question, was
lost by an aye and nay voto of 21 to

"law to mitigate, etc."
