Will 3'ou allow mo, through tho

ask ( tho bapiont mumbors of tho
Logislntivo Sanitary Committoo n
fow quostionst In thoir report to
tho llouso on Tuostla tho 8tli hist.,
I find tho following: "Bill Mrv to
allow residents of tho Lopor Sottlo
mont at Kalawao and Kalaupapa tho
right to vote. Thoy say to porinit
such would roquiro a Constitutional
anioiulmontj and would bo, if grant
ed, suborsio of good order and
1 would like to ask tho hou. gon
tloinoa ou what grounds thoy baso
their conclusions? Does tho fact
that a portion of tho community
hao been so unfortunate as to con
tract a disoaso which renders it
iiLcossar3, for tho safety of tho rest,
that thoy should bo segregated,
place them in tho same category
with criminals, to bo deprived of all
the rights of men and citizens? In
what manner, I would ask, would tho
exorcise of tho right to oto dcstro3'
"good order and discipline!" In re
gard to tho first point, that to grant
the right would roquiro a Constitu
tional amendment, I have nothing to
say, although I have my doubts; but
in regard to tho rest, I claim that
there would bo no more likelihood
of disturbances occurring hero in
tho oxorciso of bur just rights, than
thero would bo in Honolulu or any
other part of the kingdom. 1 claim
further, that w o aro unjustly deprived
of those rights. If I understand
tho Constitution tho spirit of it, if
not the exact wording, is that no
man shall bo doprivccl of his civil
rights, except by duo courso of law
and conviction in tho Supremo
Court of tho kingdom of soma
crime, requiring sooro punishment.
Now, I w ould like to ask, does tho
examination b- a Board of Physi
cians and condemnation as a loper
constitute a trial and conviction for
crime? If it does then I havo no
more to say; but if not why aro wo
depri od of our ci il rights? Prob
ably someone will answer, because
wo pay no personal taxes. Granted,
but how many different classes are
t hero outside of this settlement who
aro oxempt by law from personal
taxes but still enjoy tho risdit to
ote? Wo have committed no crime
but aro simply condemned to exile
for tho safety of tho community at
largo, and 1 hold that it is contrary
to the Constitution to still further
afllict us by depriving us of our
rights. And I claim further that wo
hao tho right to claim oxomptiou
from porsonal taxes, under tho sec
tion which exempts permanent in
valids. 1 am not speaking for my
solf alone but for a largo clas.s, who
all feol moro or loss strongly on this
point, and if you will kindly gio
this space, you will confer a favor ou
a largo number. Kalawao.
A Swipos-Shop Bill.
It is with astonishment that I read
of the stand that tho Hon. W. O.
Smith lias taken on Noble Mar&don's
bill for light wines and boors. Is
tho end ot tho world coming, or is
tho lamb about to lio down with tho
Tho Hon. W. O. Smith is a lawyor
of some standing and should know
that all such houses, swipe-shops,
joints, dons or by what e or name
you may call them, aro more or loss
Light wines, Great Scottl Why,
it is a standing joko among nathos
that this celebrated "light wine" is
the easiest thing to got drunk pu.
Swipe-shops in tho States or Eng
land aro well known to bo I10I1S7 ami
it is in such places that tho mobt
disreputable characters congregate.
Does the Hon. W. O. Smith bo
lioo that Mr. Marsdon's bill will
stop illicit soiling? On tho con
trary. Onco arm theso swipo'-shops
with a license and inside of hix
months thoy will bo soiling ovory
kind of liquor that is to bo found in
the m'arkot, and it will bo much
harder to convict thorn than it is au
illicit seller of to-day.
Mr. W. O. Smith showed consider
able forethought when ho added tho
proviso that no such licouso should
be granted within one mile of the
Boll Tower. This was without doubt
done with tho knowledge that if tho
infamous bill is passed tho Christ
ian families should not bo annoyed
by the nuisances which aro bound to
bo created by tho advent of tho
swipe-shop. What his coiibtitiuiuts
at Koloa will say 1 know not.
But to see him aiding tho. passage
of Mich a measure n this is tho bad
dost exhibition that has oor jot
been hoon in Hawaii of tho "down
grade" of temperance reform, Is
Air, W. O. Smith aware of the class
of men who generally seek such
licenses? Lot us hope that tho Hon.
V. O. Smith really believes that tho
naties will be content with "light
wines and boors."
God help tho Hawaiian woinou
when tho suipe-shojis aro in full
blast. In Tlhhohem.
