Boundaries.
Be it Enacted by the Qucei and the Legislature of the Hawaiian
Kingdom: "- '-
Section 1. An.Act ontitlo.d "An Act" to Provide for the
appointment of Boundary Commissioners," approved August
23d, 1862, as amended by an Act entitled "An Act to facili
tate the Settle mout of Boundaries by the appointment of
Commissioners, and extend the term of the Commission of
Boundaries established by au Act approved August 23d,
1862," approved June 22d, 18G8, and extended to the 23d
day of August, 1892, by an Act approved on tho 7th day of
August, 1888, is hereby re-enacted, and the term during which
such Commissioners shall continue to act is hereby extended
until the 23d day of August, 1894.

To Admit certain Articles used in the Manufacture of Soap
Free of Duty.
Be it Enacted by the Queen and the Legislature of the Hawaiian
Kingdom :
Section 1. For tho purpose of encouraging tho manufac
ture of all kinds of soap in tho Hawaiian Kingdom, tho fol
lowing articles, Caustic Soda, Sal Soda, Oil of Sassafras, Palm
Oil and Borax, when imported for use in the manufacture of
Soap, shall bo admitted froo of; duty, uudor such rules aud
regulations as may be issued by tho Colloctor-Gonoral of Cus
toms, approved by tho Minister of Finance.
Section 2. This Act shall take effect and bocomo a law
from and after tho dato of its approval.

Kingdom :
Section 1. Tho Board of Health is hereby authorized to
pormit any person to engage in tho treatment of lepers or of
poisons supposed to have leprosy. Such permits shall bo
undqr such conditions and regulations as tho Board s(ha pro
scribe, aiul bo revocable at tho pleasure of tho Board.
Section 2. This Apt shall take effect from and aftor tho
dato of its approval.

AN ACT
To Provide for the He-registering of Brands.
Whereas, the present llegistry of Brands has bocomo cum
borsonio ; and many brands theioin registered are not now
in use, through tho death or removal of tho person regis
tering tlio.Haino, whoioby such brands are prevented from
being iibcd by persons desirous of obtaining brands; there
fore, Be it Enacted by the Queen and the Legislature of (he Hawaiian
Kingdom :
Section 1. From and after tho first day of July, 1893, all
registrations of brands made and in forco prior to Soptember
1, 1892, shall be, aud tho same are hereby cancelled and made
void; and from and after such first day of July, 1893, any
person may appropriate and register any brand whatsoever,
whether tho samo has been registered prior to September 1,
1892, or not, provided such brand has not beon registered be
tween Soptember 1, 1892, and July 1, 1893, in the samo man
ner as though such brand had never beon registered.
Section 2. For the purpose of giving timely notice to all
holders of registered brands, and in order that they may have
an opportunity to re-register their brands between Septem
ber 1, 1892, and July 1, 1893, tlio Minister of tho Interior is
hereby directed to publish continuously in not less than two
newspapers published in tho English and Hawaiian languages,
a notice essentially as follows :
"NOTICE TO OWNERS OF BRANDS.
"All brands must, by law, bo ro-rogistored prior to July 1,
1893, or the- will bo forfeited, and can thereafter bo appro
priated by any one.
" Eegistratiqn on Oahu shall be made at the Interior Office.
" On the other Islands it shall be done at tho office of the
several Sheriffs.
" Minister of tho Interior."

have no remarks to make, but so far

robtikod. It is not for mo to say how much
Mr. Thurston believes of what ho
has written but 1 will, with your
permission, give j'ou a little moUorn
history, as a comment on his state
ment that 1 "pnitially got from un
derneath before tho crash in sugar
came," etc. May 1 say first that I
never had ho much at risk in sugar
plantations as I had when the so
called "crash" came, that I hold it
all to-day, and that 1113 firm has
never sought to mnko profits out of
any plantations thoy did not first
help to build.
But theio is one plantation wo
have had to close, and this is its his
tory: Between tho two gulches of Lau
pahoohoo and Maulua there is a
largo tract of land chiefly owned by
tho Go eminent aud which has con
stituted tho chief part of the
Laupahoohoo Sugar Plantation.
One of those leases, on which many
of our buildings stood expired, a
j-ear or two ago, and wo werp ubti
fied that it could not bo renew
ed, as tho Govern mout required
tho land for homesteads. At tlio
beginning of the last year I saw tho
then Miuibler or tho Interior, and
urged him not to insist on such a
policy as that of breaking up plan-
tations to make into homesteads. -I
offered to oxchango fine Bugar lands
on the other side of Maulua gulch
for the laud in question. I offered
to transport and grind any cane tlio
homesteaders might grow oil' that
other land; 1 argued that while I was
prepared to contend with tho McKin
loy Tariff blow, 1 could not contend
with such a homestead policy as he
advanced; and 1 maintained that no
homesteads could compensate for
the stoppage or tho fifteen thousand
dollars per month which the planta
tion was spending and tho cessation
of which meant ruin to the district.
The Minister was obdurate, ho offor
'cd to renew that single lease at eight
times its former rental, and refused
'airy other terms of renewal. As
ploughing time drew near towards
tho end of 181)1, I wrote out from
England recoivjuciiding that ono
111010 appeal should be made to the
Minister, and if he still remained
firm, work should be slopped. This
cotirho was followed, and one of the
largest plantations on Hawaii has
had to be abandoned, in compliance
with -Mr. Thurston s Homestead Act.
I have just visited tho district and
.seen tho desolation. In a few
months tho last plant cane will bo
taken off, and then the fields will go
out of cultivation. E ory mechanic
has beon discharged, every labor
contract has been cancelled, nearly
oory store in the neighborhood has
been closed, and not one single
homestead has been granted. Tho
mill is one of the beat equipped on
the islands, and it will now remain
on its 25-acre lot a monument of
failure. That is tho one instance in
which 1 have "partially got from
uudor."
I have never been alone in the ad
ministration of 1113' business or plan
tations. If 1 have deserved ill of
the community, so have 1113 col
leagues, and tho3 are, as much as I
am, traduced by tho slurs to which I
haws referred. 1 have been tho
means of introducing man- men into
this country, and there is no bettor
baud of citizens in the laud than
thoy. I have been associated with
many successful mechanics, and
scarcob with 0110 unsuccessful one,
aud if 1, too, have succeeded, it litis
not been over their bhoulders, but
holding their hands.
This is no appeal to Mr. Thurston,
whose ideas of tho use of language
are not mine; but it is au act of sim
ple justice to the men ho traduces,
for they would never have been asso
ciated 111 any course of business or
agriculture or manufacture that was
not wortli3' of them.
