On motion of Hop. Bush tho reso
lution and reply were referred to a
special committee, which was ap
pointed by tho President as follows:
Hops. Bush and Ashford, Noblos
Thurstori and Walbridgo and tho
Attornoy-Gonoral.
Noblo J. M. Horner offered a reso
lution that hereafter tho Assembly
moot at 9 a. in., and that tho roll bo
called at 9 a. in. and also after re
cess. Somo little discussion ensued and
a motion was finally put to strike
out tho roll calls. After two or
throe votes woro taken a tie was tho
result, 20 to 20, and President
Walker cast his voto in favor of tho
roll call. Tho resolution was then
passed.
Noblo Thurston, undor suspension
of tho rules, presented a petition
that postal privileges bo accorded to
tho Bureau of Information. Refer
red to tho Committee on Commerce.
Noblo Williams, from a special
committee having consideration of
Horner's Banking Bill, presented a
majority report recommonding that
tho bill bo indefinitely postponed.
Report tabled for consideration with
the niinoritj' report, to bo presented,
and tho bill.
Noblo Thurston offered tho reso
lution presented by him yostorda',
rolativo to the roforonco of Bill 05a,
authorizing tho granting of liconsos
for tho sale of light wines and boor,
and tho investigation of tho Gotlion
borg system by a commission of fivo
persons. After an amendment of
fered and accoptod tho resolution
was carried.
At 11, the unfinished business was
moved on and consideration of tho
proposed now Article (83) to tho
Constitution, was brought up.
A motion todofor consideration of
tho-Article until 2 p. m. was put
and lost.
Rep. Ashfoul said that at present
ho and others woro onposed to tho
pnssago of tho ainonuniont. Theio
should bo somo restriction in the
provisions of tho proponed Registra
tion Act. Ho moved that tho Article
bo made the special Ordor of tho
Day for noxt Monday.
Noblo Thurston argued that tho
position taken by Rop. Ashford was
not consistent, Thoso who would
bo benefited most by tho Registra
tion Act would not bo tho planters;
they wanted unskilled labor, thoy
did not care how many plumbers or
carpontors or. other tradesmen caino
in, but, to protect tho rest of tho
community especially tho mechanics,
thoy favored tho Registration Act to
apply to Chinese now in tho country
ns well as thoso that might come in
after this. Ho showed how impossi
ble it would bo to apply its work
ings properly if applied onh to
Chinese now to arrive.
Rop. Smith also attempted to
show that this now Article only np
pliod to Chinoso to coino. Tho
Registration had to apply to all in
tho couutry or none.
Rop. Bush said that any law which
tended to pavo tho way to class
legislation was in opposition to pro
gressive government. Thoro woro
over 30,000 Asiatics hero now and to
opon tho door to more would bo
against the well-being of tho com
munity. Rop. Whito was opposed to tho
Article passing, as thoro was no con
stitutional provision for tho inser
tion of now Articles; only for amend
ments, If tho provisions only ap
plied to Chinoso ho would favor it,
but thoro seemed to bo nothing
which would prevent its application
to Jlnwaiians in tho future. Thoro
was a law in oxistonco to put tags
on dogs, tho Registration law was
intended to put tags on Chinese.
Foreigners como hero, make their
money, and then skip off to England
or America and invest their moneys
and leave tho llawaiians lioro to
wrostlo with tho hordes of Asiatics
inipoitod. Now that Cleveland has
boon elected as Prosidont of tho
United States, and as ho is tho man
who will kill tho MoKinloy bill, then
tho planters should be satisfied, as
times will bo airain L'ood for thorn.
I But no, they reminded him of a fat
' hog who although filled full of food
will continually want more. Ho
would say that tho Hawaiian and
English version did not agree, which
in itself would destroy (lie ellicaey
of tho measure oven il passed. At
12 ho moved recess until 1:30 p. m.
Carried.
Tho Bingham Arrives.
Tho sloop Hiram Bingham, in
command of Itov. A. C. Walkup, ar
rived this morning, twonty-thrpo
days from San Francisco. After re
ceiving a few supplies, she will leave
again for the South Seas, ex peoting
to get thero in time to meet the
Morning" Star. The Bingham had
lino weather the first week out, then
strong head winds. On Friday last
sho experienced a strong north
westerly wind and then calms to
port. Sho has a gasoline engine on
board which can get up steam in
ton minutes for uso wlion there is no
wind'. Tho ongino is something like
tho Itogan vapor engine, only that
it usos a lamp instead of electricity.
Sho carries bosides tho niato two
South Sea Island sailors. A crowd
was attracted by the trim and neat
looking little vessel. Tho Hiram
Bingham is 19ft. in length, lift,
beam, 5.9ft. in depth. Sho will bo
used for mission work in tho South
Seas. Her cabin is a snug ono and
sho has no hatched for storage of
anything of any size.
Hair-Clippors.
Kalua, a young native, was arrest
ed yostorday aftornoon by Police
Captain Robort Parker, on tho com
plaint of Fugii, a Japanese, that the
nativo had stolon two hair-clippors
belonging to him, valued at $10.
Fugii stated that Kalua had gone
into his barber shop on Maunakea
street and taken the clippers off the
shelf. Ho had been soon in the act
by his wifo. Kalua was triod in the
Police Court this morning, when
Mrs. Fugii stated in addition that
Kalua had como into tho shop and
askod if hor husband was out. Ka
lua ran from tho place and tho wo
man cried out for help, but tho thief
could not bo caught. Kalua sold
ono clipper to a Jap on King street
for $1.50, tho other ono is missing.
Kalua was found guilty of larceny
in tho fourth degieo and was sen
tenced to imprisonment at hard
labor for six months.

such an application on tho chest
and another on the back, between
tho shoulder blades, will often pre
vent pneumonia. Thoro is nothing
so good for a lame back or a pain in
the side. A sore throat can nearly
always bo cured in ono night by ap
