tlio government finances, retrench
ment in public expenditure is neces
sary, and, upon the recommendation
of tlio onions and painstaking
"Cominittoo on Moan Ways" hnvo
concluded to make up a very largo
proportion of present and future
deficits, by reducing tho salaries of
government officials, the nuoslion of
increasing tho income of tlio govern
ment seems to have received loss
than its duo share of consideration.
Tlio Uullf.tin of yesterday even
ing in its rovioiv of the 1st Section
of tho Appropriation Bill shows that
salaries of prominent officials have
beoh reduced (I think taxed is a bet
tor term) from 11 to 10 percent.
Now, while it is no doubt expedient,
perhaps absolutely necossnrj', to
make some reduction in tho cost of
the Civil Service to covor tho na
tional deficiency in the revenue, no
one seems to ask why a particular
class of men aro to bo taxed so
heavily, it being readily conceded
that as they aro government officials,
of courso thoy should make up tho
1 think, kowovor, there aro some
means as j-ot unsuggested which
would produce a considerable addi
tional revenue in a manner that
would only affect those in a position
to sustain it. The idea of an income
tax has doubtless been thought of,
but, for some reason, not been acted
upon. If all persons, firms and cor
porations in receipt of a net income
exceeding $1500 per annum wore
compelled by law to contribute say
1 percent per annum to tho public
oxchequor, tlio sweeping reductions
that have been inndo would be un
necessary, while tho public officials
would have to pay their just pro
portion. Another simple and inexpensive
form of obtaining additional revenue
would bo to compel all receipts
given for sale of merchandise
or .1113 other transfer or exchange
of values to pay a light progres
sive tax by allixing revenue stamps
thereto in propoition to the
amount of such sales or transfer.
Tho merchant and retailor could
well allbrd to subscribe 0110 or two
cents for each live dollars' worth of
goods sold, and to affix tho proper
denomination of stamp on tlie re
ceipted bill. The cost or putting
such a law into operation would be
practically nothing, as postage
stamps could lie used as well here as
thoy aro in other countries for simi
lar purposes. If it were desiied to
distinguish them f 10111 stamps used
postally tho word "Ifevenuo" could
bo printed on tho face, and for sales
larger than would be covered by tho
I1igl1e.1t denomination of postage
stamps tho revenue stamps now
used would bo available.
A third long-neglected source of
income lomaius to be mentioned;
that is, a graduated liceno for re
tailers, on tho wuno plan as tho
wholesale licenses are now issued.
Just where tlie reason or justice
comes in of compelling tho man who
struggles along, selling a few im
ported cigar.i, to pay tho saino
amount of retail license as tho mer
chant who sells fifty or a hundred
times as much, 1 am unable to
fathom. It is neither just to tho
small retailer nor to the state treas
ury, and besides such a method
would save the largo dealers a vast
amount of brain work in adjusting
their wholesale and retail sales, as
licenses would have to bo ptiid pro
portionately on both. If a fow more
such little matters as these wore
looked up and acted upon, 1 think
that while no one would bo injured,
tho treasury would profit immensely.
In conclusion, then, tho policy of
taking advantage of any practicable
auxiliary means that may bo avail
able, to increase tho revenue on an
equitable basis, would bo preferable
to carrying out such wholesale re
ductions 111 salaries, the oll'cct of
which will bo folt by tho mercantile
community almost as much as by
tho officials themselves.
