By virtue of the authority vested In me
as Minister of the Interior, under Section
.Tlof tho Civil Code of this Kingdom, I
hereby proclaim tho following Regulations
for the storing, kcoping and transorrat!on
of gmiiowder in this Kingdom; and no
poron idiall store, keep or transport any
gunpowder In other quantity or manner
than is prescribed in such Regulations:
1. No person shall receive, keep or
store, orcauotobo received, kept or stored,
or aid or assist any person In receiving,
keeping or storing gunpowder ill a larger
quantity than fifty poupds in any brick or
stono lire-proof building; or more than ten
tsmnds in any wooden building, or upon
any other promises in this Kingdom, ex
cept in tho Government Powder Mugalne.
'2. Any person keeping, storing, or hav
ing fifty pounds of gunKinder, or less than
that quantity in accordance with rule-one,
in any one place, except in the Govern
ment Powder Magazine, shall keep the
same In an air-tight metallic vessel, which
vessel shall be marked with tho word
"Gunpowder" in plain Roman letters, not
loss than three inches in height, ami of
proportionate width; and shall be kept at
all times conspicuously In viow, near the
entrance of the premises where kept, and
convenient for removal therefrom.
3. Any vcsel arriving at any port of
this Kingdom, and having Gunpowder on
board us freight or cargo, btinll Iinmo
diutclx hoist a rod flag at tho fore-mast
head, and keep tho s.uno lljing until tho
gunpowder shall have been lauded or re
moved; and no vessel having gunpowder
on board will be permitted to remain at
the whurf, more than twelve hours, and if
the vessel shall boat the wharf overnight
a policeman or watchman shall bo kept on
duty on board all night. All -gunpowder
deposited on the w hurf for shipment, shall
bo immediately passed on board the vessel
to receive tho same.
All gunpowder landed or placed on any
sidewalk, street or public way, for forward
ing or .shipment, shall be forwarded or
shipped immediately after it shall hae
been so landed or placed.
1. No icrsoii shall conveyor cause to
botonvoved or assist in conveving, in any
vehicle, anv gunpowder, unless the same
shall bo securel) picked in close packages,
nor unless sut h p ickages shall bo securely
covori'd while on tho vehicle.
!i. Tho Chief Engineer of tho Firo De
partment, the Assistant 13ugincurs, Secre
tary of tho Tiro Department, and Fire
Marshal of Honolulu, and the Harbor
master of tho Port of Honolulu, and the
Sherills of tiie dillcrent Islands and their
deputies aro directed to sec that these
regulations aro enforced and to make com
plaints to any Police or District Justice,
for the violation of the provisions thereof,

powder received in tho Government Maga

month for every hundred pounds, the

7. All expenses of transportation to and
from tho Powder MagHsdno and payment
of sorviiesof Policeman or Watchman as
provided in Rule U, shall be defrayed by
tho owners or consignees of such powder.
8. The Powder Mug.ilno will be open
for delivery on all days excepting Sundays,
and holidays, between the hours of two
and three p. in., provided duo notice is
given to the keoiiur. Previous to landing
any gunpowder from any vessel, notice
shall lie sent to the keeper of tho Magazine,
that he may be present to receive tho same.
