Soctiou 1. Tlioro shall bo a Board
of Health for tho Kingdom consist
ing of seven members. Of theso tho
Minister of tho Interior and tho At-tornoy-Gonoral
shall bo members
ox-othcio, and tlireo shall bo practi
tioners of medicino in tlio Kingdom.
Section 2. Tho members of said
Board shall bo appointed by tho
Cabinet, and shall serve without
pay. Said Board shall elect a Presi
dent from thoir own number, who
shall bo tho presiding oilicer. In tho
absonco of tho Presidont, a member
of tho Board may bo choson to act
as President pro torn. Said Boaid
shall bo charged with tho general
oversight and caro pt tho public
health, and shall bo authorized to
omploj an oxecutivo ollicor, not a
member of tho Board, a socrotary,
medical practitioners and agents,
who shall recoivo such compensa
tion for thoir services as shall bo ap
proved b3' a majority of tho members
of tho Board at a regularly com oned
business meeting thereof. Said
compensations to bo paid out of any
funds available to the Board by
Legislative appropriation, provided,
however, that whonevor tho Board
shall employ its own members the
Cabinet shall determine tho remun
eration to bo paid thorn.
Section 3. Said Board of Health
shall, through its President, render
to tho Legislature at each of its
regular sessions an account and do
tailed roport of all its oxpondituros
and transactions, and such othor in
formation regarding tho public
health as tho said Board shall doom
of special inteiost.

Salary of Minister, ?9000.
Tho Minister of Finance stated
that it was proposed to have tho
salaries of tho Ministers lowered in
accord with tho present financial
needs of tho country, so ho would
move that tho itom pass at 18000.
Bop. B. AV. Wilcox moved that
the itom pass at $12,000. Tlioro was
every good reason to back his pro
position. A cabinet position was ono
of the greatest importance, it should
bo tilled by a competent and ablo
man, and for that reason, if it was
worth anything, it was worth SCOO0
per year. Ho did not boliovo in con
sidering tho personnel of those who
hold tho positions but tho impor
tance of tho ollico.
Bop. Bush favored tho itom pass
ing at $10,000. A man with any
ability in the position could easily
more than double his salary if so in
clined. Ho did not think that tho
personnel of tho Cabinet should bo
considered, but tho duties of tho
offices and tho dignity of tho posi
tion. Bop. Kaunainano considered that
tho amounts asked for, viz: $12,000
and $10,000, wore intended to bo the
plum which thoso now out of oflico
woro preserving to pick themselves
when thoy got in. Ho was opposed
to tho increase.
After some furthor discussion tho
motions to pass at $12,000 and at
$10,000 woro each put and lost, and
tho item passed at $9000.
Salary of Sccrotary, $5333. Passed.
Salary of Clorks, $5400. Parsed.
Salary of Envoy at Washington,
Argument was had at considerable
length on this item.
Noblo Hind moved that tho itom
bo struck out. Ho did not know
what such a high-priced, man did
thoro. Nothing had been hoard
from him in any way. When it was
necessary to transact special busi
ness an envoy could bo employed.
Ho moved tlio ayos and nays,
Bop. B. W. Wilcox favored tho re
tention of tho itom, but objected to
tho incumbent as not being an Ha
waiian. Tho Minister of Finance said
that tho ollico was a very neces
sary ouo. Tho present incumbent
had had acquaintance with many of
tho Sonators and Bupresontativos
who would bo again present at t ho
next session of Congress and that
acquaintance would bo very useful
in forwarding matters of intorest to
Hawaii. Thoro had boon a reduc
tion in tho salary as it woro by re
moving tho sum for tho employment
Bop, Ashford moved that tho
amount bo $1000. Ho commented
advortoly upon tho qualifications and
ability as displayed by tho present
incumbent (Dr. J. Molt Smith). Tho
Hawaiian representative at Washing
ton had not boon nblo to stavo oft"
oven for twenty-four hours tho pas
sago of tho McKinloy Bill. Ho con
sidered that if tho salary was struck
out then wo could savo that much

bit as woll off.
Noblo Thurston spoko strongly in
favor of tho retention of tho salary
and ollico and painted in a lurid
manner tho increasing necessities of
a representative of Hawaii at Wash
ton. Ho touched upon tho coming
prospective prosperity to Hawaii by
tho increase in hor diversified indus
tries, especially in tho product of
pineapples and tho canning thereof
for shipment to all parts of tho
world. Ho favored tho itom.
Noblo Baldwin also boliovod that
it was nocossary to havo a ropresont
ativo at Washington. Tho present
incumbont may not bo tho most'
dosirablo man, in fact ho did not
think ho was, but thoro was no
method in tho madness of Bep. Ash
ford in dosiring to dostroy the oflico.
On motion tho ayos and nays woro
taken on tho motion to pass, at $12,
000, and resulted as follows:
