subject of professional study in or

tained thereby a parchment diploma
signifying that they have a license
to kill or cure
Under our laws tho Board of
Health has some tremendous pow
ers. It has power to make sanitary
regulations concerning our lives anil
business, to enforce them by searches
of house and pioporty and the inllic
tion of penalties, to pronounce sen
tence on and ond persons to a life
long prison if they think thoy aro
lepers, to pievent people fiom land
ing in the couiitiy and to isolate
them after they have landed, and
many other equally absolute powers.
Amongst others thoy determine
whom we may or may not hire to at
tend us in sickness by recommend
ing or lofusing a license to practice
medicine. All these powers control
or afreet tho light of life, liberty
and piopcity of individuals to a seri
ous extent. And we aic asked to
hand oor the eveieiM" of those
tremendous powers ovei om life,
liberty, and property, by nine of the
medical licensees to a board, three
sevonths of which are licensed by
that board itself, and who would
natuially treat the opinions of the
remaining four-sevouths as those of
ignorant laymen, and demand that
their professional skill and know
ledge be deferred to in all cases;
notwithstanding the fact that tho
ordinary business man is better
uualilied to deal more ltistlv with
questions atrecting the life, liberty,
and pioporty of his follow citizens
than any piofessional doclriuaiie,
and is likely to be more impartial
and jealous of (he eoniniou safety

executive ability, to gain the advan
tage of their special knowledge and
experience in treating the matters

seems to have as much as anything
else to do with the proposal to alter
