A report was prosonted from tho
committee to investigato tho charges
against tho Firo Marshal by Engino
Co. No. 1. It was signed by only
two out of tho fivo mombors J. 11.
Hunt and Thos. Krouso and for
that roason its consideration was
deferred ono month. Tho report
found tho charges not sustained.
Tho committee to petition tho
Legislature against tho bill to abo
lish tho otlico of Firo Marshal re
ported verbally thoir dischargo of
duty and tho killing of tho bill.
Foreman Boyd told of tho narrow
squeak tho opposition to tho bill
had in preventing its passage
In answor to a question tho Firo
Marshal stated that tho apparently
woodon annex to tho Advertiser
building was to have boon a gaspipo
iron framo and corrugated iron
covered structure, and for such tho
permit had boon granted to G. W.
Lincoln, contractor, for W. G. Irwin
& Co. Tho builder had told him, in
explanation of tho woodon frame,
that tho iusido of tho building was
to bo built first. (Laughter)

(which is exceedingly doubtful as it
is based purelj on inforouco and
loaves out all consideration of tho
law ou contracts and full considera
tion of what is expressed in tho
docuniout itsolf as well as in tho
law of tho land, and those judicial
decisions of other countries to which
wo bow as interpreting tho general
law of tho English speaking world),
it seems to mo unfortunato that tho
dosiro for rliotorical effect should
have allowed tho Judges to pen the
lonowing sontonco (the italics are
mine): "Tho meaning of tho Con
stitution is cloar, as we find it in its
wording, that tho peoplo alono
through thoir Legislature shall havo
jurisdiction to change or add to its
provisions, untrammelcd and unhind
ered by the Sovereign"
If this statement, is correct and it
should bo uphold by a judicial deci
sion of our Supremo Court which
the Constitution states, "when made
bj a majority of tho Justices there
of, shall bo final and conclusive upon
all parties," thou farowoll to tho
stabilit' of all our institutions, oven
to that life tenure of tho Supremo
Court itsolf which is our present,
guarauteo of thoir unbiassed and'
impartial action, for it will bo pos
sible for tho requisite majority in
any two succossivo Legislatures to
utterly change or destro', oithor
piecemeal or as a whole, every in
stitution and principle embodied in
our national existence without re
gard oithor to vested rights, ancient
custom, right, justice, or any othor
principle human or divine, and sub
ject only to the event that a maj
ority of tho voting people may not
continue for two years in tho same
strength of desiro for tho proposed
destruction or alteration. Even
anarchy may como, if so bo that a
majority in two-thirds of tho elec
torates so desiro and keep desiring

Mr. J. P. Blaizo, an oxtonsivo real
estate dealer in Dos Moines, Iowa,
narrowly escaped ono of tho soverost
attacks of pneumonia whilo in tho
northern part of that state during a
recent blizzard, a says tho Saturday
Review. Mr. Blaizo had occasion to
drive sovornl miles during the storm
and was so thoroughly chilled that
ho was unable to got warm, and in
side of an hour after his roturn ho
was threatened with a severe caso of
pneumonia or lung fever. Mr. Baize
bout to tho nearest drug storo and got
abottlo of Chamberlain's Cough Ho
med', of which ho had ofton hoard,
and took a number of largo doses.
Ho says tho olToct-was wonderful and
in a short tinio ho was breathing
quite easily. Ho kept on taking tho
medicine and tho next day was able
to como to Dos Moines. Mr. Blaize
regards his cure as simply wonderful.
