It is gratifying to obborvo such a
public ncknowludgmonl of morit in
a public burraul as is continued in
tho encomiums of several members
of the Legislature, from their places
in tho House, on tho work of Mr. W.
11. Cummings, Ifoad Supervisor of
Honolulu. Tho great transforma
tion that has boon wrought in tho
streets since tho assumption of duties
by tho first elective Road Board in
February last, and its selection of
Mr. V. H. Cummings as Itoad Super
visor, is tho subject of hearty praise
from tho people generally. Some of
the chief thoroughfares have boon
substantially rebuilt. Intelligent re
pairing at ;i minimum of expense
has mil other main streets in ex
cellent dry weather condition pond
ing tho obtaining of means for
thorough reconstruction. Besides
an amount of work, unprecedented
in so short a spaco of time, has boon
done on many of tho tributary
streets, that aro as important to i ho
residents thorcou as tho arterial
routes. Most remarkable of all is
tlu3 quantity of sorvico obtained out
of prison labor sinco tho exhaustion
of tho specilie appropriations of last
period for our streets.
It may be romembored that tho
Bulletin objected to tho mutterings
of a projected niovomout at tho out
sot to have tho elective road board
system abolished at tho earliest op
portunity. Those manifestations of
discontent wore produced by tho
peculiar result of tho election of tho
Honolulu Board, tho choice of two
clerks from one mercantile house
and tho third mourner from auolnor.
This papor opposed hasty action to
ward tho repeal of the law, urging a
'fair and full trjal of tho system bo
foro going back to the old way. Few
wore aware at the start of tho stor
ling capacity of tho man selected as
Supervisor, but all now know him by
tho character and tho amount of his
work accomplished. In addition to
his practical ability in supervising
such work as Jwlongs to his position,
Mr. Cummings has proved to bo tho
possessor of that sort of intelligence
that makes ono eager for progress
and disinclined to be a mere imitator
road-making, in which tho Tel
ford system was fully explained
and illustrated. Mr. Cummings was
quick to seo in this systom tho one
best adapted to the conditions of
soil and gradients and available road
building material in Honolulu. A

systom. The earth is cut away to a
proper depth and oven surface.
Three courses of broken stono of as

ono being of the largest, and tho top
of tho smallest, similar to macadam

not groat enough to permit of the
smaller ones working down into tho
interstices of the course beneath.
Each of tho two lower courses is
thoroughly rolled before tho super
incumbent ono is laid. There is thus
avoided tho disastrous consequences
of tho spurious macadamizing that
has again and again been condemned
to doaf ears by this journal.
So long as Mr. Cummings pursues
tho intelligent and ellicient course
that ho has begun and desires to re
tain his place, no Ifoad Board that
may bo elected will have tho ap
proval of tho community in appoint
ing any other man as Road Supervisor.

Macadam covering for streets has
not boon wholly satisfactory in Ho
nolulu, this largely because it has
often and oven usually been impro
perly done, A foundation of irregularly-sized
bouldors under tho machine-crushed
small metal has no
place in genuine macadamizing, It
makes a road certain to bo reduced
to ruts by houvy tratlio before long,
Macadam requires only a bottom
having evenness of resistance, no
matter if it is yielding earth, pro
viding full scope is airorded for sur
faco drainage. Pure macadam, how
ever, has been found not durable
enough for the heavy tratlio and tho
frequent scrapings to which it has
to bo subjected in tho main streets
of cities. What is known as tho
Telford nystotu is now regarded as
an improvement, and makes no doubt
the next best street to solid paving
blocks capable of sustaining any
amount of scraping and scrubbing--a
sanitary necessity in tho groat
thoroughfares of largo cities. Mr.
Cuiniuings has adopted tho Telford
system, tho application of which
may l)o soon in tho present opera
tions on Uoretania street. Hon. S.
M. Damon some time ago procured
