self? Tho one lawyer quoted by Purrin
cipull Ned as sa3'ing, "The House is
not confronted with a theory but a
condition," is a plaguoy plagiarist.
Unless credit was given by tho law
yer, tho phrase was stolen from
Grover Cleveland.
Official publication is mado in this
issue of tho Act of tho present ses
sion "to consolidate and amend the
laws relating to tho vending of
goods, waros and merchandise." It
will be seen that tho enactment aims
at an equitable apportionment of this
business tax according to the
amount of business of tho licensoo,
ranging from $1000 license foe for a
business of $600,000 to $50 for ono of
less than $20,000. Attention is call
ed to tho fact that "foreign" goods,
etc., aro not mentioned anywhoro ex
cept in tho section stating tho pen
alty, and that tho English of tho
penalty is bungled. How a man can
bo fined "imprisonment," as tho
sense (or nonsense) of tho words is,
porhaps some of the hair-splitting
legal gentlemen of tho House can
explain.
IT IS IMPORTANT.

ed to bo usod whenever it appears
to tho Exocutivo either that tho par
ticular measure is fraught with
gravo injury to tho Htato or is some
thing that tho majority of tho poo
plo have never asked for nor aro

work to bo douo by Government
employees. If tho Government is
extravagant in tho quantity of help
it emploi's for a given amount of
services, tho Legislature has a
remedy in a vote of consuro or want
of confidence. Taking tho oppon
ents of tho recent veto, tho first that
tho present Queen has exorcised, at
their own word, thoy have not a leg
to stand on. Thoy say tho veto is
only to bo usod on important occa
sions. Tho word "important" is re
lative in its application, according to
tho way different people havo of re
garding any matter. Taking tho
case in question, to us it sooms high
ly important that tho Exocutivo
should protect itsolf against being
hampered by restrictions such as
bucolic planters may find necossary
to bind their overseers with for tho
regulation of mule drivers and cane
strippers, In a country tho bottom
of which is plantations it is - Ito
necessary that plantation interests
should bo ropresontotl in tho Legis
lature, but, whon theso representa
tives try to run their plantation
fences round tho seat of Govern
ment, it becomes a question whuthur
tho country is to bo a stato or a
plantation. It is hero whoro tho
veto provision exhibits its whole
some right to exist, to restrain tho
oligarchic propensities of a small
soctionoftho planting fraternity's
contingent in tho Legislature

tor of tho Holomua newspaper, and
that on a cortain date ho received a
letter from defendant challenging
him. to a duol. After sovoro cross
examination 13' defendant, it was
elicited that another also wroto for
tho English vorson, but only occa
sionally. Another witnoss tostifidd
to having had conversation with do
fondant on Sunday ovoninc with ro-
gard to tho sending of a challongo
on tho following morning. Tho let
tor was handed to him bv a coinno3i-
tor from Ka Loo olllco and ho deliv
ered it to Sheldon. Tho witness
identified tho writing on tho en
velope. A third witnoss identified
tho writing as Hardon's, as it was
similar to writing on his copy, sub
mitted for insertion in Ka Leo.

I was rather surprised upon my
'arrival here on tho 19th inst. to find
the name of the S. S. Zambesi badly
mixed up with tho promised Tacoma
lino of steamers. The facts aro that
my business associates of Portland,
Oregon, and myself purchased the
Zambesi, having arranged all pre
liminaries by cable with tho London
and Hongkong original owners. I
returned here to look out for the
Honolulu oud of tho now route, tho
opposite terminall points of which
would bo Portland and Victoria, B.
C, calling at such waysido ports as
Tacoma, Soattlo, or any other ports
of Pugot Sound, where sufliciont
froight or passenger traffic offered,
returning to Honolulu via Hilo,
making tho round trip in thirty
days. In regard to a Tacoma direct
Hue I may say that tho merchants of
Portland and Victoria, B, C, would
havo nq dealings with any such lino,
no more man the Honolulu mer
chants would havo with a steamer
lino making Hilo tho principal port
of call, working thoir way via Ko
hala and Kahaluu, otc, to Honolulu.
If the Zambosi is damaged by tho
recent collision at sea beyond repair,
a substitute steamer will bo laid on
with cabin accommodation for eighty
passengers, and a stoorago capacity
of four hundred passengers. In con
elusion would stato that I eomplotod
what I started out to do, which was
to purchase a steamer suitable for
tho opening up of a now lino be
tween tho Hawaiian Kingdom and
tho Pacific Coast.
