majority of tho pcoplo is now se
riously boforo tho Legislature. It
litis been shown elearly and satisfac
torily that tho prubont Constitution
is obnoxious to the majority of tho
voting population, both foreigners
and llawaiians. Member after mem
ber has been returned, not only on
this island but on each of tho others,
whose chief claim on tho suffrages
of his constituents was that ho ad
vocated a new Constitution or
changes in the old one. Petition
after potition has come into the
IIouso praying for a revision or re
placement of the present document.
Speech after speech, writing after
writing, meeting after mooting, all
(ended toward the same object.
And j'ot when a peaceful solution of
the diilicultios attending the grant
ing of the people's wishes is pre
sented to them we find members of
tho Legislature urging (ho total sup
pression of all attempts at satisfy
ing tho people. Wh- they do so is
a mystery. Every time tho present
Constitution has been tried it has
been found most unsatisfactory oven
by its framors, as witness tho veto
clause, tho necessity of Ministers re
signing on tho death of tho Sover
eign, tlio right of a Ministry in tho
minority to hold ollieo unless an ab
solute majority of 25 or ovor will
signify its want of confidence in
them, etc., etc. While tho Hawaii
aus, down whose throats it was ram
med by force, never coaso to com
plain of tho inequality and unfair
ness of tho ystom of representation
it provides for. With everybody,
then, of all ranks, shades of political
party, or opinion, against some por
tion or other of this precious (?)
documout. it seems wonderful that
stops have not, ore this, been taken
to change it. But no, scarce does
one hear of a peacoful and reason
able proposition leading to tho solu
tion of the dilliculty whou up jumps

Constitution. And such is tho influ
ence of habit, tho force of wealth,
and tho timidity of conservatism,
that these relics of tho dark ages
have hithorto succeeded in carrying
their point and wo aro no better oir
to-da3 than when this Nessan shirt
first began to corrode tho surface of
tho body politic and eat its wa' into
tho nation's vitals.
Never will wo have perfect satis
faction or peace hero till tho people's
wishes aro acceded to. Lot the
Legislature therefore pay no atten
tion to tho voices of tho croakers
but calmly, Without party or per
sonal passion or feeling, doliborate
on tho best means to got together a
trub representative assembly of tho
people. Lot them entrust to that
assembly tho formation of a draft
for a new or amended Constitution,
and make further provision for hav
ing tho draft submitted directly to
the people for their acceptance or
rejection of its provisions. And
having thus ascertained directly tho
actual desire and will of tho people
as to tho proposed changes, then lot
tho Legislature itsolf proceed to
embody' that will as tho fundamental
law of (ho land in tho regular ami
constitutional way. Then and then
only will all dissatisfaction bo re
