tainly is furnished by tho result of
tho lato election in this Stato. Demo
crats havo been doing some figuriug
on tho Bubjoct of representation re
lative to population. They find that
tho twelve districts in Connecticut
which elected Republican Senators
havo a population of 270,000, while
tho twelve districts that choso
Democratic Senators havo 470,000.
That is to sa, a Republican voto in
Connecticut counts for nearly twice
as much as a Democratic voto.
Tho investigators find also that
tho towns which elected Republican
Representatives to tho lower House
havo a population of 255,802, and
tho towns electinir Democrats a
population of -ISU.UOO. Yot in tho
lower House tho Republicans havo a
plurality of fourteen monibors.

only about half as much in a Repre
sentative election as a Republican
vote. Furthermore, that estimate is
just about what Republican, politici-.
ans think a Democratic voto ought
lo bo worth in Connecticut. In ac
cord witli their selfish, mercenary
advocacy of tho antiquated rotten
borough system of Connecticut, it is
their deliberate purposo to disfran
chise practically about all tho voters
in tin cities. Worse than that, they
openly insult about two-thirds of the
electors in tho Stato with tho bald
declaration that it is right aud
wholesome that tho political purity
of tho country should' offset tho im
purity of tho cities. This statement
is made unblushingly, in face of the
fact, that no sot of peoplo in the
Stato is more easily amenable to cor
ruption at tho polls than tho agri
culturihts of tho hill towns.
in view of these facts the question
comes up: Why, then, does Connec
ticut persist in maintaining its in
equitable system of roprosontationT
For the simple reason that tho Re
publicans control tho Legislature all
the time, and won't let tho pooplo
voto on an amendment to tho Stato
Constitution, by which tho system
would be abolished at once. Hitherto
the Republican press of tho State
has boon solid in its hostility to any
measure looking to tho overthrow of
the system, but tho outlook for such
an amendment is more hopeful this
time. It is possible oven that tho
incoming Legislature, with conscien
tious Republican members aiding tho
Democrats, maj- consider an amend
ment, and, perhaps, voto for and
submit it to a popular voto. There
is a growing opinion on tho part of
Republican newspapers that tho sys
tem is a relic of obsolete politics,
and is too unjust, too clearly a con
tradiction of tho elementary princi
ples of a republican form of govern
ment to bo longer continued. Thoy
havo become tired, too, some of them,
of trying further to defend it. For
instance, such an out-and-out Repub
lican paper as tho Now London Day,
the organ of John A. Tibbits, Con
sul to Bradford, England, said frank
ly in an editorial this week:
"Wo Republicans havo stood by
tho old Constitution which wo didn't
inako from a sense of loyalty and a
feeling that tho wisdom of tho fa
thers ought not lightly to bo con
temned. Perhaps our feelings, too,
were slightly tempered by self-intor-o.st.
Rut whun wo look tho situation
fairly in tho face ought we not, in
that sense of justice and righteous
ness in which tho Republican party
had its birth, which has been our
glory in tho past and our hope in
the future, lo take tho initiative in
tho House of Representatives and
pass a resolution submitting this
question of tho amendment of the
Constitution to the sovereign peo
plo of Connecticut."
Tho sentiment, of which tho fore
going is a good, sample, is growing
rapidly: Republicans aro becoming
ashamed of themselves. Hear tho
Democratic Now Haven News:
"If tho Republican legislators do
not accept the inevitable necessity
of revising tho organic law of tho
Stato, thoy will at tho next election
bo more emphatically rebuked than
woro tho infamous Uulkoloyito clique
at tho contest which has just taken
place."
In a recent speech Clovernor-olect
Morris said; "The sinujl towns should
no lorger bo allowed to control tho
legislation of tho State to tho exclu
sion of the cities. Thoro bhould bo
a change in tho Constitution, so that
the representation would bo based
upon tho population aud not upon
tho town governments. Now Haven
should have a representation in tho
Legislature that would bo in propor
tion to her size and importance in
the State, aud the little country vil
lages would no longer bo allowed to
exert as much power as tho cities."--AVic
