Mr. Butlor Introduces a Bill Naming
tho Pansy as tho American Em
blem. Washington, Dec. 17, 18U2. Ropro
sentntivo 13utler, of Iowa, to-day in
troduced in tho House a bill to es
tablish the national iloral uiiibloin
of the United States. Tho bill uainos
the pansy, called also tho garden
violet, heartease, &c, as tho national
Iloral emblem. Tho sentiment ex
pressed in connection with this em
blem is to bo "Justice, liberty, union,
culture and peace," tho last throe
words to constitute tho motto. Tho
inauguration of tho emblem is to bo
fittingly celebrated on May 1, 1893,
in connection with tho opening of
tho World's Fair.
Mr. Butler also offered a bill to
mako mo ro definite, uniform and
symbolical tho Hag of tho United
States. Section 1 of this bill pro
vides that after July 1, IS'A tho Hag
of the United States shall consist of
thirteen alternate red and white
stripes seven red and six white
constituting that portion of tho flag
known as tho field; that tho part of
tho Hag known as tho union shall
consist of a rectangular blue field,
occupying a space next to the staff
equal to tho upper seven stripes
measured perpendicularly anil an
equal space horizontally, provided
the Hag bo in proportion to tho
inarching stand--soventy-two inches
in width by seventy-eight inches in
length tho proportion to bo in
creased in accordance with tho in
crease of tho size of tho Hag; that
tho blue field shall hold tho outline
of a whito pans, with a true pans'
centre, which shall represent tho
capital or central government; that
tho whito stars, representing tho
states, snail bo set inside tho whito
outline of the pansy in a manner to
produce the general effect at a dis
tance of a white pansy in tho blue
sky. Tho second and last section
provides that the staff of the Hag
shall bo mado to represent a sleep
ing American rattlesnake, head
downward, with an acorn in place of
tho hoad and a whito pansy bud iu
place of rattles, the whole symboliz
ing defence, courage, . wisdom,
strength, peaco and immortality.

S1(M),(j00 was made toward the pur
chaso of tho necessary land and
equipment, and bids wore received
for tho construction of tho iron pior,
with the necessary landing facilities.
Seven were receiv.ed, but only two
wore low enough to justify further
consideration, being those of McMa
hon & Son, of San Francisco, at S7S,
700, and the Coronado Machine
Company of San Diego at $8-1,500.
It so happens, however, that oven
those bids wore in excess of the available-
balance of the appropriation,
which has already suffered severe
drains to meet the necessary pre
liminary expenses, aggregating about
