Section 3. The appropriations niiulo in Soction 2 of this
Act shall bo drawn and paid only by and with the consent of
Section . It shall be lawful for tho Ministor of Finance
to make payments in accordance with the appropriations au
thorized in Section 2 of this Act until the DOth day of Juno,
A. D. 189d, unless now appropriations are inado before that
date. Provided, that no payments shall bo made on account
of any such item beyond tho sum by this Act appropriated.
Section 5. It shall bo lawful lor tho Minister of Finance
to continuo to niako payments in accordance with tho appro
priations authorised by Soction 1 of this Act until tho 31st
day of July, A. D, 1894, unless new appropriations are mndo
before that date.
Section G. Tho Minister of Finauco shall not cause or al- '
low to bo paid from the Treasury any money for objects not
authorized by this Act, and tho unauthorized expenditure of
any money from the Treasury to be thereafter accounted for
to tho Legislature by Indemnity Bill, except as authorized by
tho Constitution, is hereby expressly prohibited.
Section 7. No person holding more than ono office for
which salaries are provided, shall be authorized to draw,
more than the salary of the highest grade of office hold by
him, if tho salary of any office held by him shall amount to
fifteen hundred dollars or more por annum, and shall bo enti
tled to no other or further compensation.
Seotil'J 8. All and every contract for constructing or re
pairing Public "Works amounting to five hundred dollars, and
for furnishing material, provisions and other supplies shall
bo awarded only upon public advertisement for tenders, and
no public work, material or supplies shall be divided or par
celled out, for tho purpose of evading the provisions of this
Section 9. This Act shall take eil'ect and become law on
and after tho date of its approval.
