to my introduction to somo of tho
honored upholders of justico, but a
short accUiaintanco with somo of
their absurd 'const ructions of tho
law has dissipated any misgivings I
had in regard to tho truth and vo
racity of tho scribes.
In 1886 thoro was a body of Unit
ed States soldiers at Fort Concho, in
Tom Groon county, Tox., and as a
natural consoqueiieo a small town
had sprung up just across tho rivor.
San Angolo was not a placo of much
importanco at lirst, hut it soon
sprung into promiueuco as tho
toughost town in that tough State.
Its inhabitants woro chiefly gam
blers aud saloon men, with a large
cowboy floating population, all moil
to whom tho six-shootor was almost
as much of a necessity as thoir food
aud the use of it as common as that
of a knife and fork.
Shooting scrapos needed no court
to sottlo thorn. Thoy sottlod them
selves. Horso thieves received no
mercy. But whon at last ono day a
petty caso camo up it was doomed
nocessary for tho dignity of tho
placo that a Justico of somo sort
should bo appointed, and that is
how Judgo P.roussor got his titlo.
Ho was a short, stocky-built Gor
man, with small, piercing gray oyes
that woro twinkling with mirth or
omitting sparks of angor as occasion
required. His word was law, and on
ono occasion whon ho discharged a
poor woman who had boon arrested
for stealing bacon, aud against
whom tho ovidonco was conclusive, a
"Vhj', Judgo, you can't, do that:
it's contrary to law." Tho little
Judgo braced up in his chair, and,
bringing his fist down wit h consider
able emphasis, replied: "Tam tho
law! it's justico vat wo want!" and
tho caso was sottlod.
Numorous stories might bo told
concerning his ruling in different
cases. How, aftor lining a man for
disorderly conduct, ho paid tho fine
himself and gave tho prisoner money
enough to got to El Paso. ( In ono
occasion two bolligoronts were up
before him. for fighting, ono with
his head chopped open with a
hatchot, and tho other minus an oar
and his noso hold in placo with a
strip of plaster. Ho hoard both sides
of tho case, and, finding tho quarrel
was tho result of a mutual misun
derstanding, discharged both with
tho caution that "If eider of 3'ou
vollors cooms up poforo mo again I'll
gif you a veok in jail." Thou ho
made thorn shako hands and in
vited tho principals in tho caso and
witnesses to drink at his oxponso.
Ono day tho sottlomont was start
led by tho alarm that a young law
yor'had como to live thoro, and thoro
was great rustling to see who would
give him tho first caso. Two cow
boys got up a disputo about tho
ownership of a saddle and then
shook dico to soo who would havo
tho lawyer. When tho caso was
called tho courtroom was crowdod,
tho judgo behind his desk looking
more solemn than usual, and tho
lawyor, a young sprig straight from
an Eastern law school, with an un
easy look on his faco and a pile of
law books, occupied a table at ono
side. Thoro were many witnesses
to examine, for everybody wanted a
fingor in tho pio, and whon tho ovi
donco was all in tho lawyor made
quito an eloquent plea aud clinched
his arguments by reading tho deci
sion of tho United States Supremo
Court in a parallel. caso. As ho sat
down with a confident smilo tho de
fendant woro an air of defeat, but
tho littlo judgo arose with an air of
judicial authority that would havo
stricken a Supremo Court judgo
dumb and caused the utter collapse
of tho young lawyor whon ho de
clared: "I oforrulo dat decision, und
dor dofandant vins."
It is probably tho only caso on re
cord whoro tlto decision of tho
United States Supremo Court has
boon set aside, but such is ono of
tho uncertainties of tho wild and
