Culture" in which the ground is
taken that attention to art in indus
trial matters precedos tho develop
ment of tho higher arts. There are
good ideas in tho article for tho pro
moters of industrial education.
Tho Provisional Government has
appointed Samuel B. Rose (chair
man), Andrew Brown and Jas. H.
Boyd tho Board of Fire Commis
sioners under tho new firo law. Thoy
are good men all. Mr. Boyd's long
experience in tho volunteer file de
partment will make his counsels
valuable to tho new administration.
THE FIRE DEPARTMENT.
Tho law to create a paid firo de
partment has been published. Its
provisions for tho main functions of
putting out firos aro about the samo
as thoso that havo governed tho re
tiring volunteer department. There
is no moro popular selection of of
ficers, and tho Board of Representa
tives is a thing of the past. Tho
immodiato control is in the hands of
a Board of Firo Commissioners.
Some action will now havo to be
taken by tho members of tho old de
partment for a proper disposition of
tho funds hold in its own right.
Two or three thousand dollars is in
tho sick fund of tho Board of Repre
sentatives most of tho money being
invested on real estate security.
Tho fund has accumulated from
dues, fines, benefits from exhibitions,
etc. Somo of tho individual com
panies, albo, havo respectable bal
ances in thoir treasuries for which
they owo tho Government nothing.
Our suggestion is that tho companies
throw their funds into tho depart
ment's sick fund, and that this fund
bo placed in tho keeping of three
responsible trustees for investment,
for tho benefit of sick or indigent
men who havo done active service as
volunteer firemen. For tho fair
carrying out of this purpose a list of
members in good btauding should
bo placed in tho hands of tho trus
tees. Perhaps it would only bo
equitable to have n scale of benefits
prepared, in proportion to tho
amounts turned in by the respective
companies.
Regarding tho policy of having
tho volunteer suporsodod by a paid
system at this juncture wo havo
little to sa3'. As ono of a committee
from tho old Board in conference
with tho Judiciary Committee of
tho lato Logif-laturu, over certain
amendments to tho old law, tho
writor advocated tho adoption of a
paid department as soon as could
bo done. Tho unanimous opinion
of that conference was that the time
had not yet arrived for tho chaugo.
This opinion, wo boliovo, was based
on investigations made by tho cele
brated Ways and Means Committee.
It appears that a committee of tho
Provisional Govornmont an hod at
a different conclusion: hence the
pasnago of tho Act in (juestiou.
Thoro is ono wise provision in tho
now law, giving authority to tho
Chief Huginonr to summon tho as
sistance of bystanders when neces
sary at a fire. A firo will always
briny byatandorH, and from forco of
habit tho retired volunteurs will, no
doubt, gonorally bo thoro and nootl
no second call to work with thoir
oldtimo will.
Thoro aro two strong reasons for
having a paid firo department. Ono
is that tho obligation to turn out
under all circumstances resting on
volant ours is not so sovoroly strict
as to ensure an adequato working
force without a muster roll largo
enough to leave a wido margin of
numbers. Therefore, tho activo
forco of each company had boon
placed at fifty men entitled to tax
oxotnption and any other existing
immunity of firomon, with as many
moro not ontitlod to such privileges
or to vote at department elections
as any company cho3o to enroll. For
tho purpose of having as many con
tributors as possible to tho company
treasury and of having a largo ro
sorvo from which to fill vacancies,
most of the companies have always
had an overflowing roll. Such largo
companies necessarily entailed a
good deal of exponso to tho Govorn
mont in providing suitable accom
modation and cortain special equip
ments for tho members. With tho
improvements in tho wator-mains,
hydrants, etc., gained within tho past
oight years a much smaller forco than
in previous times should bo sufficient.
A half-dozen men to each engine
who aro bound to bo on hand in tho
oarly critical five to fifteen minutes
aro calculated to bo moro servico
ablo than fifty men who have to run
from all over the city to tho danger
point. Tho other roason to bo noted
is that, as a common business propo
sition, the men who put out and re
strain fires from spreading ought to
bo paid for that service. Thoro is
no justico in doponding on volun
teers to protect tho proporty of pro
prietors and the risks of insurances
corporations. "While it is truo that
proporty owners have boon paying
for protection from firo, tho pay
ment has been made to a system and
not to tho actual workers, excepting
tho skilled operators of the engines.
All honor to tho volunteors of tho
Honolulu Firo Department, who
have included somo of the foremost
citizens of tho town, for thoir solf
sacrificiug work during a half cen
tury in protecting life and property'
from the devouring olomont. "We
hope the paid firomon will make a
record as glorious.
Professor Garner's Monkey Mission.
Professor Garner, who is in Africa
inquiriug aud experimenting con
corning monkey speech, writes that
ho has already gathered much valu
able data and is making a beginning
of real work. Ho wrote from Libre
ville, French Congo, and said ho had
access there to a fine young chim
pauzeo and held promise of two
young gorillas. The belief that tho
nionkoys talk is vory general among
tho natives aud residents of tho in
terior. Ho has also gathered much
quaint folk lore concerning tho apes.
He was going on a trip up tho Ga
boon River, and then to Chauon, a
town in tho bush about throo hours'
journoy from Libreville, on tho
south sido of tho rivor. His contem
plated route thonco is overland via
Capo Lopoz to tho Sotto Come and
Angovio, returning to Augovio Rivor
and up that valley overland to the
Middle Congo Basin, down the north
sido of tho river to tho coast. Ho
hoped to leave in January and com
ploto tho journoy by August or Sop
tombor, 1893, and then return home
