Tho revolution in Hawaii has n

countries seem to have conspired
against tho Government and to
have overturned it, and not leoling
strong enough to keep tho powor

United States naval forces at Hono
lulu, they seek annexation to tho
United States. But thoy do not
waut to bo admitted iih n State, nor
oven to havo a popular form of
government. They would much
prefer a govornmout liko that of tho
District of Columbia, or that of
Utah, whoro tho people havo no
rights, and government plaees and
tho government powor enabled ad
venturers liko 'themselves to tyran
nize over tho pooplo and batten oli
their fetibstance.
Listen to one of tho conimissio tors
empowered to ak for annexation
speak for himself and for thvjao
whom ho represents. Mr. Cartor
says:
"Wo waut to join tho Union. Not
as a State, howovor, but under tho
territorial or district form of gov
ernment. A Govornmout like that
of tho District of Columbia, with tho
addition of a Govornor, appointed
by tho President, is preferable for
many reasons. There is such a largo
number of Chinese and other cheap
laborers on tho islands who cannot
bo trusted to vote intelligently that
if universal suffrage wore declared
tho whites, who represent almost
tho entire business interests of tho
country, would bo outvoted and
powerless."
Tho commission is a little too pre
vious. It should wait until tho
Democratic partj' comos into con
trol. A Republican Administration
could scarcely bo expected to estab
lish an aristocratic goverumout in
Hawaii on the express ground that
thoro aro people uot fit to bo trusted
with tho sullrago. True, Republi
cans did disfranchise tho people of
tho District of Columbia and tho'
havo maintained a carpot-bair kov-
ernment in Utah for years, but tho'.
havo novor been frank enough to
admit that thoy acted from tho con
viction that thoro exist pooplo who
aro unfit to oxorciso tho right of
suffrage.
The commissioners aro too frank
by far. Thoy should havo concealed
thoir intention of disfranchising tho
kanakas. They should havo boon
loud-mouthed in their denunciation
of tho monarchical form of govern
ment. They should havo declared
that a Republican government and
universal suffrage wore tho only hope
for tho civilization and enlighten
ment. of tho degraded kanakas, Chi
nese and other ignorant people of
tho Hawaiian dominions. Thoy
should havo cried, Libert-! Libert1!
And thou having secured thoir posi
tion as a State in tho Union, thoy
should havo adopted some kind of
Australian ballot, or some other easy
dovico to prevent tho incompetent
from voting, and thoy could thou
havo ruled M awaii according to thoir
own sweet will. But to refuse to
bow tho knee to tho Republican
fetich of universal suffrage! That
was a mistake indeed! An unpardon
able sin! No govornmout embodying
any such heresy can bo established
by tho United States, the pattern
model Republic, whoro thoro is no
"distinction of race, color or previous
condition of sorvitudo." Bah!
